Nevadas Remedial Education Programs Each school in Nevada receives a Title I allocation based upon the number of students at poverty level in the district. Upon receipt of the allocation, the district is required to pay all Title I services that are provided throughout the district, including Title I teachers salaries. Once all districtwide Title I services have been paid, school allocations are made based upon the number of students at poverty level in each school. The data utilized in ranking the schools is contained in the Annual Poverty Count Report (APCR). The Title I appropriation is a per-pupil amount, which is the same for all schools. Once all Title I funds have been exhausted, the remaining schools continue to be Title I eligible, but receive no funding for that year. Each year, all Title I schools are re-ranked according to the APCR and appropriations are made as noted above. (Before-School, After-School, Intersession, Summer School)

The notion that Nevada has the highest percentage of its K-12 students attending schools in urban settings stands in stark contrast to the popular image of a sparsely populated largely desert wasteland punctuated by neon. The fact is that Nevadas 17 county school districts represent great diversity with a huge fast-growing urban district of more than 230,000 students (Clark County) situated adjacent to rural districts, many of which are experiencing static or declining enrollment spread throughout districts the size of many states. Conventional wisdom would suggest that such diversity would produce two worlds apart with little or no need to collaborate. But, Nevada stands as a land of surprises with noteworthy examples of emerging rural/urban school district collaboration. Three examples exemplify this emerging collaboration. Playing off of the collaboration between rural and urban districts in the facility development program, the state funded a Regional Professional Development Program to improve teacher preparation. The program consists of borderless entities designed to deliver services to the states geographic regions. While the legislature designated the largest district in each geographic area as the fiscal agent, it purposefully created a governance structure requiring rural and urban districts to collaborate in planning and sharing the resources provided. The resulting dialogue among district leaders has proved to support the belief that staff development needs are borderless and collaboration is possible, practical and politically wise.

To facilitate legislative review of educational matters, the Act established two new entities within the legislative branch: the Legislative Committee on Education and its staff component, the Legislative Bureau of Educational Accountability and Program Evaluation. The Legislative Bureau of Educational Accountability and Program Evaluation, located within the Fiscal Analysis Division of the Legislative Counsel Bureau, consists of two employees: an Education Program Analyst and an Education Research Statistician.
