Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. The Nevada Mining Association (NvMA) is concerned about the proposed revisions to Regulation 3809 being proposed by the Bureau of Land Management (BLM). The BLM is suggesting that the federal government be given increased control of mine permitting, environmental and reclamation programs. The Nevada mining industry believes the proposed revisions are unnecessary and duplicative of programs that already exist in Nevada's regulatory environment. Nevada Mining Association officials suggest any regulatory reform discussion be delayed until a national study on mining regulations is concluded.

Every year, the Canada-based Fraser Institute conducts its Annual Survey of Mining Companies. Based on the results of a series of in-depth mining questions sent to 954 senior and junior mining companies around the world, the Fraser Institute develops a chart of the leading 35 places to invest in mining exploration. Nevada is listed at the top of this chart. The Nevada Mining Association is proud that the state has been selected for this distinguished recognition. The survey points to Nevada's sound mining policies and its high mineral potential as the basis for its attractiveness. This investment appeal is completely offset, however, by the Bureau of Land Managements' new surface mining regulations (3809 regulations), which took affect on January 20, 2000. In fact, the new regulations have already negatively impacted exploration investment in the state. The Fraser study did not factor in the impacts from pending regulations, and indeed the 3809 rules were in draft form while the survey was being conducted.
