Extractions: Nebraska: The Reality of Multi-Platform Programming No state in the Union has a greater investment in public media than Nebraska, and no state has done more to ensure that its facilities and its thinking are state-of-the-art. Nebraska Educational Telecommunications (NET) is the engine-room of this enterprise, largely financed by the state government and its educational institutions, but with many of its individual projects funded by federal grants. Molded by its geographical location on the plains, it has been a pioneer first of correspondence learning, then of distance communication and learning, and now of interactive media development for all kinds of education and information. The amount of activity is awesome. NET is the umbrella organization that includes the eight state-licensed stations of the Nebraska ETV Network, a s well as KUON/Channel 12 in Lincoln, which is licensed to the University of Nebraska, and the nine state-funded radio stations that make up the Nebraska Public Radio Network. In addition to over-the-air broadcasting, it has: NEB*SAT, a 28-channel satellite system that provides communications for educational and state government services, as well as public broadcasting;

Extractions: Mayor's summit on school and community partnerships set for January 31 Mayor Don Wesely today announced that the City of Lincoln has received a grant to assist in establishing and maintaining Community Learning Centers (CLCs). The city now has 13 CLCs, which are partnerships based in schools or other community locations where neighborhood teams plan, implement or expand projects that meet the community's needs. The 30-month technical assistance grant is from the National League of Cities' (NLC) Institute for Youth, Education and Families. While no monetary value is associated with the grant, it enables the city to access national experts in establishing and sustaining CLCs and underwrites site visits to other cities which have received similar grants. "We have a great school system, but every system has students who need more help and support than others," said Mayor Wesely. "We need a coordinated, community effort to address this achievement gap. The partnerships and collaboration offered by the Community Learning Centers have enormous potential. By supporting and sustaining these Centers, we are supporting and sustaining our neighborhoods and families, while giving students greater opportunities to succeed in school."

This proceeding concerns the arrival of the broadband communications services of the twenty-first century what Congress has called the "deployment on a reasonable and timely basis of advanced telecommunications capability to all Americans." We intend for advanced technology to have every opportunity to flourish and herein we seek comment on ways to make its deployment more efficient and more inclusive. Advanced capability and services can create investment, wealth, and jobs. They can meaningfully improve the nation's productivity and educational, social, and health care services. They can create a more productive, knowledgeable, and cohesive nation. 2. Many signs point to a demand for advanced services. The Internet is one of the wonders of the decade. The computer industry, promoters of leading edge technologies, and millions of ordinary consumers are clamoring for high-speed access to it. More generally, demand for more "broadband" or "high-speed bandwidth" is increasing exponentially. Methods for delivering digital information at high speeds are emerging in all segments [*2] of the communications industry wireline telephone, terrestrial and satellite wireless, cable, and broadcast, to name only a few.

Subpopulations targeted included first year students, members of Greek organizations and athletes. While most schools used campus media to disseminate messages, other innovative strategies were also used by some grantees, including small group presentations and mailings.
