Redistribution is not authorized without the prior approval of CoSN. If you have questions, please email keith@cosn.org Introduction On February 28, 2002, the Chair of the House Education Reform Subcommittee, Michael Castle (R-DE), held a hearing on the reauthorization of the Office of Educational Research and Improvement (OERI). The hearing focused on the operation and effectiveness of the OERI, which is up for reauthorization this year. The hearing followed by one day Mr. Castle's introduction of new OERI reauthorization legislation, HR 3801, the Education Sciences Reform Act. HR 3801 will apparently supercede HR 4875, the "Scientifically Based Education Research, Statistics, Evaluation and Information Act," which the subcommittee actually passed last year. HR 3801 enjoys a great deal of support from the House majority, with Mr. Boehner (R-OH), Mr. Upton (R-MI), Mr. Fletcher (R-KY), Mrs. Biggert (R-IL), Mr. Keller (R-FL), and Mr. Tancredo (R-CO) cosponsoring it; it lacks however, any Democratic cosponsors. As the bill was introduced the day before the hearing, on February 27th, witnesses did not have a chance to read or comment on it. Mr. Castle expected that there would be bipartisan consensus on the reauthorization of the OERI and the passage of new legislation within the year. HR 3801 could be marked-up in Mr. Castle's subcommittee as early as March 14.

This system represents the U.S. Department of Education's largest research and development investment, designed to help educators, policymakers, and communities improve schools. As is true of all of the regional educational laboratories, McREL is guided by a governing board The focus of the current five-year contract is to help transform low-performing schools into high-performing learning communities and to capture the procedural knowledge necessary to make it happen. To meet this goal, McREL McREL's educational laboratory work in the Central Region is shaped by the common concerns, issues, and special attributes of the seven states that make up the region. To address these problems, McREL has integrated technical assistance, research, and practical guidance into a scope of work that focuses on four areas:

They include: 1. Behavior management/discipline 2. Instructional improvement 3. Transition services 4. Parent involvement. Although status, needs, and objectives are addressed in all four areas in this proposal, funds are being requested only for assistance with improving the infrastructure in local education agencies (LEAs) related to research-based behavior improvement and instructional strategies, and to assure parent involvement in the Improvement Academy. The project also addresses systemic changes in state policies to leverage funds to support staff development programs to improve behavior and instructional strategies, improvement of transition services, service integration, and personnel supply, however these objectives are supported by other funds. The Nebraska State Improvement Grant (N-SIG) has two goals.

Extractions: TSSA Draft (v4.0) The Collaborative for Technology Standards for School Administrators (TSSA Collaborative) has facilitated the development of a national consensus on what P-12 administrators should know and be able to do to optimize the effective use of technology. This consensus is presented by the Collaborative (November 2001) as Technology Standards for School Administrators (TSSA). The Collaborative believes that comprehensive implementation of technology is, in itself, large-scale systemic reform. Leadership plays a key role in successful school reform. The CollaborativeÕs standards, therefore, focus on the role of leadership in enhancing learning and school operations through the use of technology. These standards are indicators of effective leadership for technology in schools. They define neither the minimum nor maximum level of knowledge and skills required of a leader, and are neither a comprehensive list nor a guaranteed recipe for effective technology leadership. Rather, these standards are a national consensus among educational stakeholders of what best indicates accomplished school leadership for comprehensive and effective use of technology in schools. The standards challenge almost every school administrator in some areas, yet each individual standard is attainable by the professional education leader. Although a national consensus, in no way should these standards inhibit new development, innovation, or progress for schools or for school leadership.

Extractions: December 2001 Off the Bandwagon in Nebraska: A Local View BY STEPHEN C. JOEL The landscape of school accountability across America is not a pretty picture. It is littered with threats of punitive measures against schools and districts by state education agencies, widespread use of teaching to the test, hostile state takeovers and mounting distrust between local superintendents and state authorities. That's the portrayal of accountability painted for me by state commissioners and superintendents of public instruction nationwide. Last summer, I had the good fortune to attend their professional organization's three-day institute in Wilmington, N.C., where I heard abundant stories about the negative impact of high-stakes testing on certain student populations and the exodus of local school leaders and staff who no longer felt they had control over student learning.

Extractions: Hunter education instructors and other employees are over-worked and the department needs to hire more people according to its former employees. The coordinator of hunter education recently retired due to the stress of his position. He claims funds to hire more help could be made available and that hunter education could recruit future hunters, citing that small game hunting permit sales have declined in past years. The Game and Parks department countered this argument by stating that deer hunting permits have been increasing in past years. The department agrees hunter education could use more funding, but claims the funds are not available. Nebraska currently has a very successful hunter education program, however fear of lack of funding could cause the program to falter. Analysis
