If you have questions, please email keith@cosn.org Introduction On February 28, 2002, the Chair of the House Education Reform Subcommittee, Michael Castle (R-DE), held a hearing on the reauthorization of the Office of Educational Research and Improvement (OERI). The hearing focused on the operation and effectiveness of the OERI, which is up for reauthorization this year. The hearing followed by one day Mr. Castle's introduction of new OERI reauthorization legislation, HR 3801, the Education Sciences Reform Act. HR 3801 will apparently supercede HR 4875, the "Scientifically Based Education Research, Statistics, Evaluation and Information Act," which the subcommittee actually passed last year. HR 3801 enjoys a great deal of support from the House majority, with Mr. Boehner (R-OH), Mr. Upton (R-MI), Mr. Fletcher (R-KY), Mrs. Biggert (R-IL), Mr. Keller (R-FL), and Mr. Tancredo (R-CO) cosponsoring it; it lacks however, any Democratic cosponsors. As the bill was introduced the day before the hearing, on February 27th, witnesses did not have a chance to read or comment on it. Mr. Castle expected that there would be bipartisan consensus on the reauthorization of the OERI and the passage of new legislation within the year. HR 3801 could be marked-up in Mr. Castle's subcommittee as early as March 14.

That's the portrayal of accountability painted for me by state commissioners and superintendents of public instruction nationwide. Last summer, I had the good fortune to attend their professional organization's three-day institute in Wilmington, N.C., where I heard abundant stories about the negative impact of high-stakes testing on certain student populations and the exodus of local school leaders and staff who no longer felt they had control over student learning.
