Extractions: May 21, 2003 News Release Washington, D.C. - Despite the vital importance of education to Americans, critical investments in U.S. public schools remain stagnant, according to a state-by-state report released today by the National Education Association (NEA). The report, titled (PDF, 1M, 127 pages), paints a difficult funding picture for public education nationwide. Despite rising enrollments and a growing need for qualified teachers in many areas of the country, the average expenditure per student and the average salary of a public school teacher for the 2001-2002 school year increased only slightly over the previous year. Over the last 10 years, teacher salaries have remained flat, growing just 2.4 percent during that time period, or approximately 0.2 percent per year when the cost of living is factored in. Nineteen states and the District of Columbia saw real declines in average teacher salaries over the years 1991-92 to 2001-02, adjusted for inflation. Those with average salaries declining 5 percent or more: Alaska (-13.6%), Connecticut (-11%), Vermont (-9%), Wisconsin (-6.4%), New York (-6.3%), New Hampshire (-6.1%), Nevada (-6%), Kansas (-5.8%), and the District of Columbia (-5.3%) (Chart C-14). The study shows that the federal government's share of the public education dollar was 7.5% in 2001-2002 not enough to cover the cost of federally mandated education programs. State and local governments will need a larger share from the federal government in order to put the federal education mandates in place without sacrificing other programs. By failing to fully finance the new No Child Left Behind Act, which was enacted in 2002, the federal government will be undermining state and local governments' ability to find ways to attract qualified teachers into joining and staying in the profession, modernize existing schools and build new ones, and provide students with the programs, materials and books they need to meet the high standards envisioned by the new law.

Extractions: Journal of Teacher Education Editor Marilyn Cochran-Smith, professor of education at Boston Colleges Lynch School of Education, has been elected president-elect of the American Educational Research Association (AERA). Her term as president commences at the end of AERAs 2004 annual meeting after a year of service as president-elect. Cochran-Smith will succeed Hilda Borko, an educational psychologist at the School of Education at the University of Colorado at Boulder. Borko, an expert on teacher cognition and the process of learning to teach, assumes office this year at the conclusion of the 2003 AERA conference, taking place in Chicago April 21 to 25. Cochran-Smith, who also serves on AACTEs Committee on Publications and the Journal of Teacher Education , currently chairs AERAs Publications Committee and cochairs the organizations National Consensus Panel on Teacher Education. Extractions: *The CHAD Website is sponsored by Around Christmas of 1999, Rachel Salerno (pictured at right) developed a cough that wouldn't go away. Early in January, her parents took her to the doctor with symptoms of coughing, tiredness and paleness. The doctor agreed Rachel looked very ill. A chest x-ray revealed any parent's worst nightmare. There was a large mass in Rachel's chest that had completely collapsed her left lung, building fluid around her heart and distorting the shape of her trachea. A full body scan revealed Rachel's kidney's were enlarged as well. Rachel's family was devastated beyond words. The next day, a biopsy of the chest mass and a bone marrow test were to be performed. In the middle of surgery, the doctor came out with "good news". There were leukemia cells detected in Rachel's bone marrow. This was "good news" because Rachel was diagnosed with Acute Lymphocytic Leukemia (ALL), not the solid tumor cancer they feared she had. ALL is the most common form of childhood cancer, with survival rates of 80 percent for children in Rachel's age group. Rachel immediately started a two-year chemotherapy protocol, and although she was very sick for the first month, her body was in complete remission within 28 days. The masses were completely gone, and there were no other leukemia cells detected in her body. Her family considered this a modern day miracle.
