They found that the Kurzweil 3000 provided substantial assistance to most of the students in this group by increasing their reading rate and comprehension and increasing the length of time that their attention to reading could be sustained. It made reading less stressful, and less tiring, and almost all participants indicated that they would like to use the Kurzweil 3000 for their reading. The paper provides quantitative models for predicting the change in reading rate and comprehension that would be experienced from standard diagnostic tests of reading skill and oral language capability." BACKGROUND In the field of telecommunications it is essential that the latitude and longitude of antennas and towers be known to a high degree of accuracy. The coordinates are used to determine spacings between stations, determine antenna height above average terrain, assess potential impact of structures on air safety, allow efficient frequency reuse, and evaluate environmental effects, among other things. The proper specification of latitude and longitude is an integral part of the Commission's regulations; errors and inconsistencies could have technical and legal consequences. Until recently the determination of position in the continental United States was based on various geodetic reference systems that had been established over the past 70 years. The method for determining coordinates used in filing FCC station applications were based on these various geodetic reference systems as shown in the attached Table

Roger Rufe, President Our Challenge To The World In 2001, we launched an unprecedented campaign to achieve wilderness protection for at least five percent of our oceans-similar to the amount the U.S. currently sets aside on land. Today, less than one-half of one percent (0.036%) of U.S. oceans is protected in this way. We are also seeking to protect ocean wilderness areas in select international locations, focusing on the Caribbean Sea. What is Wilderness Protection? An area designated as wilderness is unchanged by humans and actively protected and managed to preserve its natural conditions. A protected Ocean Wilderness Area is an area in which all fishing and other extractive activities are prohibited, where people take only pictures and leave only bubbles. In these areas, living marine communities have the opportunity to thrive, largely unaffected by human activities, and people can study, explore and experience ocean life in an untrammeled condition for generations to come. To be successful, Ocean Wilderness Areas need to be relatively large, generally at least 100 square miles. Ocean Wilderness Areas may be established in remote, isolated places such as Navassa Island, a U.S.-owned Caribbean island about 60 miles west of Haiti, or closer to home, such as the Tortugas, 70 miles west of Florida's Key West. They may be areas where the life within is still relatively untouched, or impacted areas that offer good opportunities for rejuvenation.
