Extractions: The Oceania Olympic Training Centre Oceania Sports Information Centre ONOC HISTORY In 1981, acting on an initiative of IOC President Juan Antonio Samaranch, who was encouraging the formation of regional zones in the Olympic Movement, a meeting of sports leaders from Oceania was held in Baden Baden Germany on the occasion of the Olympic Congress being conducted there. The meeting discussed procedures for establishing the "National Olympic Committees of Oceania", promoting the development of Olympism in the area and the coordination and distribution of Olympic Solidarity funds. NOCs present at the meeting were Australia, Fiji, New Zealand and Papua New Guinea - the founder members of ONOC. Since then the NOCs of American Samoa, Cook Islands, Federated States of Micronesia, Guam, Kiribati, Nauru, Palau, Samoa, Solomon Islands, Tonga and Vanuatu have joined the Olympic Family and ONOC. The Inaugural General Assembly of ONOC was held in Melbourne (AUS) in 1982, and subsequent General Assemblies have been held in Wellington (NZL) 1982, Boroko (PNG) 1983, Canberra (AUS) 1984, Rotorua (NZL) 1985, Yanuca Is (FIJ) 1986, Apia (SAM) 1987, Auckland (NZL) 1988, Melbourne (AUS) 1989, Agana (GUM) 1990, Nadi (FIJ) 1991, Rarotonga (COK) 1992, Auckland (NZL) 1993, Apia (SAM) 1994, Port Vila (VAN) 1995, Suva (FIJ) 1996, Agana (GUM) 1997, Nadi (FIJ) 1998, Lausanne (SUI) 1999, Nuku'alofa (TGA) 2000, Nadi (FIJ) 2001, Port Moresby (PNG) 2002 and Suva (FIJ) 2003. The early meetings of ONOC were mainly concerned with constitutional matters, the allocation and administration of Olympic Solidarity funds to NOCs in the region, the promotion of new NOCs in Oceania, and development activities. A major success of ONOC in its formative years was the close collaboration that developed between Oceania representatives of the International Sports Federations and the NOCs and this spirit of cooperation remains strong today.

The Security Councils adoption of resolution 1373, obligating members to implement anti-terrorist measures, should recognize the importance of supporting existing regional initiatives in the fight against terrorism. To this end, we welcome the undertakings by the Security Council Committee on Counter-Terrorism. The World Bank has predicted that the events of September 11 will exacerbate the already gloomy global economic outlook. Its ripples will be felt across all of the world's regions, particularly in countries dependent on tourism, remittances and foreign investment. It is thus critical that the Security Council allow the competent bodies of the U.N. to assess the costs of extending, expanding or adding new peacekeeping operations before implementation.

Extractions: of The University of Adelaide Harry Maude, like many of his and earlier generations, had read and responded to the timeless appeal of the novels of Herman Melville, Robert Louis Stevenson, Charles Stoddard, Jack London and Louis Becke, and been fired with a passion to experience the romance of the South Seas: Brought up on a diet of The Swiss Family Robinson and Ballantyne's Coral island, and later on Stevenson, Melville and Stoddard, with Stewart's Handbook of the Pacific Islands under my pillow, I had only one idea in life and that was to go out to the South Seas and stay there. He was fortunate therefore that in 1928, the year he commenced reading for an Honours degree in Anthropology at Cambridge University, students were for the first time permitted to specialise in India and the South Pacific as an alternative to Africa. In that year he read as much as he could on Pacific anthropology, laying the foundations of his library with early purchases by authors like Rivers, Haddon and Malinowski. These did not dispel his own vision of the South Seas and on graduation Maude nominated the remote Gilbert and Ellice Islands Colony - "where Melville found his Mardi and Stackpole his exemplar of the blue lagoon" - as his sole choice in his application for a cadetship in the Colonial Administrative Service.

It has been an honour and privilege for the Government and people of the Republic of Nauru to have served the peoples of the Pacific region in the capacity of Chairman of this premium regional body since our meeting in 2001, which we had the privilege of hosting in Nauru. At the outset, I wish, on behalf of all Forum Leaders and their delegations, to thank our gracious host to this 33rd Pacific Islands Forum, Prime Minister Laisenia Qarase, his Government and the people of the Fiji Islands for the reknown traditional Fijian welcome and hospitality, and for the perfect arrangements that have been put in place for our meetings this week. I also wish to thank each and every member of the Forum for the support given to my Government in carrying out the important role of Chairman for the Forum for the year 2001-2002. This year was a very eventful year for the Pacific and I wish to share with you all, some of these highlights in brief. In Nauru last year, we celebrated the 30th Anniversary of this organisation and signed two of the most landmark Agreements for the region, PICTA and PACER. The deeper economic regional integration that will in time, result from these arrangements, was in fact one of the first objectives behind the setting up the Forum thirty one years ago by our forefathers. Nauru was indeed most honoured to be the venue where these historical agreements were signed.

Nauru will also have in place a cellular telephone system serving 1500 customers. The South Pacific Forum was formed in 1971 to address regional trade, economic and environmental issues. The Forum is comprised of Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Papua New Guinea, the Republic of Marshall Islands, Solomon Is- lands, Tonga, Tuvalu, Vanuatu and Western Samoa. At this year's Forum, items such as the dumping of nuclear and hazardous waste, carriage of plutonium, climate and sea level change, regional security and political issues will highlight the proceedings. Nauru is a 21-square kilometer (8-square mile) island located 3,930 kilometers (2,445 miles) southwest of Hawaii and has about 9,000 residents. The completion of this latest project in Nauru's 25th Year of Independence marks another milestone in the island's advances over the past quater of a century.
