The Gender Empowerment Measure, an index of access to political, economic, and social opportunities, for South Asia has the lowest value amongst all regions, including sub-Saharan Africa, despite women heads of government in Bangladesh, Sri Lanka, and, till recently, Pakistan. We have a long way to go before we act on the recognition that gender roles in disaster situations are heavily weighted against women's imperatives Floods and droughts are common to most of South Asia. Additionally, the region has, in recent years, witnessed a succession of conflicts and displacement. In the context of this geosector, the term 'emergency situation' includes situations where natural and human-made disasters threaten the capacity of a community to withstand crises, leading to large-scale or impending loss of lives and livelihood.

Although the situation in Mali seems to be improving, the report found that some of the major national difficulties are sanitation coverage, degradation of ecosystems, insufficient food supply, and lack of data. The country also faces challenges related to shared water resources, with two major transboundary rivers passing through it, the Niger and the Senegal. A case study on the Senegal River basin was published in the first WWDR

The 16th session of the IHP Intergovernmental Council, initially scheduled in June, will be held 20-24 September 2004 at UNESCO Headquarters in Paris. The Council session will principally review progress on the formulation of the Seventh Phase of the IHP (IHP-VII, 2008-2013). It will also look into mechanisms for strengthening and empowering the IHP National Committees.

This is a traditional African spice basket with lid made by an unknown basketmaker in a village in Burundi. These villagers were renowned for their skill as basket makers. The fusha color comes from a natural dye made from native plants in the area. The purple color, to me, represents our adaptability as humans. It is made from used carbon paper. Within a year after making this basket, all the people in this village were killed in the fighting in their area. This basket was given to me as a thank-you gift. I have tried to share its story with others. I have written an essay about this basket which was published in my book on Secondary Traumatic Stress. You can find the text below.

On behalf of our many neighbors around the globe who look to UMCOR as a source of help and hope, we thank you for your commitment of spiritual and financial support for those in need. The violent storms that struck the Midwest and southeastern United States late last year caused extensive damage in Louisiana , more than any other state. This weekend, UMCOR officials will meet with Bishop William Hutchinson and other Louisiana Conference leaders, who have done a great deal of assessment and planning for how The United Methodist Church can be most effective in its response. Together with the conference, UMCOR will offer rebuilding assistance. To assist in these efforts, please give to the brand new Advance designated for this disaster, Needs continue in other parts of the United States hit by storms in late 2002 . Responses to these emergencies drew heavily on the money available in UMCOR's general domestic disaster fund. As UMCOR continues to provide help in the wake of last year's storms and prepares to respond to other storms that will cause significant weather damage this winter, please give to the Domestic Disaster Response Advance #901670-1 . A workshop report, written by Deborah Thomas, University of Colorado at Denver, and Dennis Mileti, Natural Hazards Center at the University of Colorado at Boulder, is available for dowloading (in PDF format) here Recognizing that traditional approaches to emergency/hazards management were unable to meet the challenge of minimizing disaster loss, the process of re-defining the role and skills of emergency/disaster/hazards managers began in the late 1980s and early 1990s. As this professionalization process has continued, the need for higher education opportunities is ever-increasing. In fact, the number of community college, undergraduate and graduate university programs is growing rapidly. While certainly filling a niche and meeting a need, these programs have emerged in a rather uncoordinated fashion, with little professional or academic consensus on core knowledge areas or curriculum content.

The major concerns with regard to policy include the following (UNEP 1999): Improving management is critical to disaster reduction, especially non-structural mitigation actions using natural mechanisms. For example, wetlands reduce floods, woodlands reduce landslides and mangroves lessen the effect of coastal storms and extreme tides. In general, good land use maintains healthy ecosystems, provides resources and facilitates non-structural mitigation action. This strategy is particularly attractive in countries where risk insurance and structural mitigation come at a high price.
