New England Regional Culture: The Results of the Planning Process In no American place is the persistence of regional identity stronger than in New England, and many have argued that core American values and characteristics originated and still flourish in its six states. New arrivals and those with deep family roots in New England share in celebrating its economic opportunities, historic places, educational institutions, diverse communities, and natural wonders. In the face of social and economic changes, New Englanders turn to enduring images of the rocky Maine coast, town commons, Revolutionary War heroes, brick mills, and even the Boston Red Sox as reminders of the need to preserve a special place. To increase understanding of the significance of New Englands past and the value of its contemporary culture, the University of New Hampshire will establish a Center for New England Culture (CNEC). Funded through private donations and a challenge grant from the National Endowment for the Humanities, the Center will be dedicated to collaborative research, education, public outreach, and preservation projects to foster understanding of the regional culture of New England.

Extractions: A t a time when all the major European states had hereditary monarchs, the idea of a president with a limited term of office was itself revolutionary. The Constitution vests the executive power in the president. It also provides for the election of a vice president who succeeds to the presidency in case of the death, resignation or incapacitation of the president. While the Constitution spells out in some detail the duties and powers of the president, it does not delegate any specific executive powers to the vice president or to members of the presidential Cabinet or to other federal officials. Creation of a powerful unitary presidency was the source of some contention in the Constitutional Convention. Several states had experience with executive councils made up of several members, a system that had been followed with considerable success by the Swiss for some years. And Benjamin Franklin urged that a similar system be adopted by the United States. Moreover, many delegates, still smarting under the excesses of executive power wielded by the British king, were wary of a powerful presidency. Nonetheless, advocates of a single president operating under strict checks and balances carried the day. In addition to a right of succession, the vice president was made the presiding officer of the Senate. A constitutional amendment adopted in 1967 amplifies the process of presidential succession. It describes the specific conditions under which the vice president is empowered to take over the office of president if the president should become incapacitated. It also provides for resumption of the office by the president in the event of his or her recovery. In addition, the amendment enables the president to name a vice president, with congressional approval, when the second office is vacated. This 25th Amendment to the Constitution was put into practice twice in 1974: when Vice President Spiro T. Agnew resigned and was replaced by Gerald R. Ford; and when, after President Richard Nixon's resignation, President Ford nominated and Congress confirmed former New York governor Nelson A. Rockefeller as vice president.

QUESTIONS OF UPGRADING OR MAINTAINING SKILLS WHERE CAN TEACHERS GO TO IMPROVE THEIR LANGUAGE PROFICIENCIES? ARE THE OPTIONS EFFECTIVE? The former question is eminently more answerable than the latter. Teachers participate in a spectrum of formal and informal programs with the hope that their language proficiencies will be enhanced. Study and Travel Abroad Programs. Many of these programs are either affiliated with U.S. institutions of higher learning or sponsored by foreign institutions for nonnative teachers. Published documentation on gains in proficiency as a result of these experiences is minimal. One small study is reported by Millman (1988) in which eight Alabama recipients of Foreign Language Study Grants were given certified ACTFL Oral Proficiency Interviews (OPI) before and after their stay abroad. Results indicated that three individuals remained at the same level of speaking proficiency as measured on the OPI (one each at Intermediate High, Advanced, and Superior). The other five improved a step (one Intermediate Low to Intermediate Mid, two Intermediate Mid to Intermediate High, two Advanced to Advanced High). It will become increasingly important that similar measures be taken, especially where financial support from government and foundations is sought.

In the past few years, however, a serious commitment has been made by National Geographic Society and Teachers to educate our students in the science of our planet. The National Geographic Society (NGS) and the National Council for Geographic Education have been working diligently in the past decade to enable our students to compete internationally in the area of geography. In 1984, GUIDELINES IN GEOGRAPHIC EDUCATION: FIVE THEMES, was published. The National Geographic Society (NGS), under the leadership of Gil Grovsner, founded the Geographic Education Program in 1985. This program marked the beginning of the NGS Alliance Network, a consortium of educational programs which was to be established in each state. As of 1994, all 50 states as well as Puerto Rico and Canada were members of the Alliance Network, working particularly with the unit known as the Geography Alliance. These state alliances are key players in the geography movement; their goal is to train educators to successfully teach geography. Each year, workshops and conferences and Alliance Summer Geography Institutes are held throughout the United States. The State Alliances have expanded K-12 teacher geographic and environmental horizons. The NGS 1994 WORKSHOP ON WILDERNESS, held in Portland, Oregon, drew 104 participants nationwide who had the unique opportunity to visit several wilderness areas. This experience provided an abundance of educational information, which, it was hoped, would be shared with fellow teachers. The Workshop was specifically designed to train the teachers to implement a plan in each state to promote Geography Awareness Week. The theme was "Keeping an Eye on the Wilderness."

ACCESS Prince Georges Community College will be fully accessible and responsive to the educational needs of the richly diverse population and workforce of Prince Georges County In February 2003, the Middle States Commission on Higher Education approved Metro Center (MC) as an accredited degree center. MC enrollments increased 24% from 2,657 in FY02 to 3,288 in FY03. The number of courses and sections at MC increased from 38 and 67 in fall 2001 to 46 and 87 in fall 2002. Laurel College Center (LCC) enrollments increased 434% from 136 in FY02 to 726 in FY03. The Applied Information Technology AS degree, approved by MHEC, was initiated at LCC. Criminal Justice Technology and Business Administration degrees were cross-walked with Howard Community College and offered at LCC. Courses for certification in special education were implemented in partnership with Howard Community College at LCC. The college resumed course offerings at Andrews Air Force Base (AAFB) in FY03. AAFB is still a viable degree center. In fall 2002, 629 students generated 2,572 credit hours. In spring 2003, 668 students at AAFB generated 2,689 credit hours. The PGCC Library manages the second largest print and the largest online community college collection in the state. Library additions included 1,150 new titles, 184 audiovisual titles, and 184 audiovisual titles, 2,889 media titles and 14,000 books were circulated. The library staff taught ten Research Clinics and 200 Information Literacy classes to over 3,000 students. The number of reference transactions almost doubled from 17,000 in FY02 to 33,278 in FY03.
