Extractions: We the People Forum on American History, Civics, and Service The USA Freedom Corps, as part of its mission to promote a culture of service, citizenship and responsibility in America's communities, has worked with federal agencies to find ways government can support the teaching of American history and our democratic traditions. Today's "We the People" forum is part of that effort. On September 17, 2002, the 215th anniversary of the signing of the U.S. Constitution, President George W. Bush announced new government efforts to improve the teaching of American history and civics and make national treasures more accessible to teachers and students - including a "We the People" Forum on American History, Civics, and Service. At the forum, members of his Administration announced the National Endowment for the Humanities will ask Congress to provide $100 million over the next three years to support this effort, and the Department of Education is accepting applications for nearly $100 million in competitive grants this year to raise student achievement by improving teachers' knowledge of American history.

Traditionally, these May Day events have provided a primary occasion for workers, especially in Europe, to collectively express their unity, their enthusiasm, and their commitment to social change. Today, the United States stands virtually alone among the industrialized nations in officially ignoring the historical and political significance of May Day for the Labor movement. When Americans do look past the occasional rites of spring, our responses are usually dominated by fearful Cold War images of May Day riots in Europe or tanks and mobile missile-launchers parading before the Kremlin. Few Americans realize that the seemingly foreign celebrations of labor held worldwide on May 1st actually commemorate historical events here in the United States. During the late 19th century, while corporate power was growing at an unprecedented rate, American workers faced a political and legal system that failed to recognize even the most basic rights of workplace safety, community sanitation, and child protection, let alone the right to organize and strike. On May 1st, 1886, the American Federation of Labor declared a national strike to demand an eight-hour work day and 350,000 workers across the country responded. In particular, the city of Chicago was virtually paralyzed; railroads, stockyards, and other businesses were forced to close. Two days later, police fired randomly into crowds of fleeing strikers, killing four and wounding many more. Angry workers began to call for armed retaliation.

It is not, as many people think, Mexico's Independence Day , which is actually September 16. Setting The Stage The battle at Puebla in 1862 happened at a violent and chaotic time in Mexico's history. Mexico had finally gained independence from Spain in 1821, and a number of internal political takeovers and wars, including the Mexican-American War (1846-1848) and the Mexican Civil War of 1858, had mostly wiped out the national economy. During this period Mexico had accumulated heavy debts to several nations, including Spain, England and France, who were demanding payment. Similar debt to the U.S. was previously cleared after the Mexican-American War. France was eager to add to its empire at that time, and used the debt issue to move forward with goals of establishing its own leadership in Mexico. Realizing France's intent, Spain and England withdrew their support. When Mexico finally stopped making any loan payments, France took action on it's own to install Napoleon's relative, Archduke Maximilian of Austria, as ruler of Mexico.

Celebrating them provides us with a chance to better understand, and to reflect on, those nation-changing events that took place on that day. Unfortunately, we often celebrate national holidays on days that allow for a long weekend rather than on the day that is the anniversary of the event being recognized. This practice dilutes the significance of the holiday. Too often they have become simply a day off from work or school. Memorial Day is an example of this. It used to be always on May 30th. Then in 1971, Congress adopted the floating date for Memorial Day - the last Monday in May - to satisfy holiday schedules for federal employees. Explaining the significance of a national holiday to your children not only educates them and shows them you are aware of the history of our country but it provides a good incentive for each of us to better understand the reason for, and events associated with, the holiday. A nation's flag symbolizes that nation. Hanging the flag on a national holiday expresses a pride in our nation and makes a statement that we recognize the meaning and importance of the holiday. When others see our flag hung, it gives them "permission" to do the same and creates a small sense of community.
