Urban districts have been experiencing chronic staff shortages, high turnover and low morale. We must address these concerns jointly and seek innovative ways to attract, support and reward the school leaders and faculty who are essential for future progress. Professional development funds, salary schedules and other incentive measures should be used to encourage teachers to develop subject-matter expertise and to serve as master teachers, mentors and instructional leaders in their schools. Reward systems should be restructured so that the most talented personnel will take on the toughest assignments. Districts should strongly consider policies which provide recognition and incentives for school leaders and teachers who demonstrate success in raising student achievement. In addition, district officials should develop mechanisms which allow personnel time to share ideas and exchange effective practices among schools. Districts should develop comprehensive professional development plans and programs which concentrate staff-training and curriculum-development activities in areas where student performance is lowest.

Extractions: Introduction Taking a Good Look at Instructional Technology (TAGLIT) is a set of assessments and reports designed to help school personnel understand the current status of technology use in their schools. TAGLIT includes surveys for school technology leaders, teachers and students. During the fall semester of 2003, our school completed a TAGLIT assessment. School Technology Leaders: Nicole A. Howard, principal, completed TAGLIT for School Technology Leaders. Vernetta Wallace-Victor, tech. coordinator, assisted with some of the data. Teachers: Five out of seven teachers completed TAGLIT for Teachers. Students: No students completed TAGLIT for students because our small population did not lend itself to student participation. This page provides a summary of some of the findings from TAGLIT. A list of some of the strengths of our school technology program and an action plan that details an area for further work. Although hardware, software and connectivity are important elements of a school technology program, they are not the focus of this page. Elements such as planning, student use, professional development and community involvement receive attention here. Current Status TAGLIT results are presented on a 4-point developmental scale.
