MCDHH Directions The Missouri State Task Force on Education of the Deaf History and Overview Back to Content The Commission on Education of the Deaf, in its 1988 report to the President and Congress found that "...the present status of education for persons who are deaf in the United States, is unsatisfactory. Unacceptably so. This is the primary and inescapable conclusion of the Commission on Education of the Deaf. " (p. viii) and made 52 recommendations to the federal government to address those issues. This report led to various activities on a national level to improve the education of the deaf. A notable one was the collaborative efforts of the National Association of State Directors of Special Education (NASDSE) and the Conference of Educational Administrators Serving the Deaf (CEASD) in 1990. This led to the Deaf Education Initiative Project and its first meeting in early 1991 in Las Vegas with their joint seminar in "Achieving Excellence in Education of All Deaf Students." This project then published the Deaf And Hard Of Hearing Students: Educational Service Guidelines in the Fall of 1994.

May 10, 2004 Providing every child in Missouri with the opportunity to obtain a quality education will help to ensure that our state is better prepared to meet the rapidly changing demands of the 21st century global economy - while also opening the doors to a brighter future for millions of young Missourians. To help meet this critical challenge, Project Appleseed is calling for the establishment of the Missouri Commission on Education Reform. No matter who is elected in November, Missouri's governor must appoint a commission charged with the mission of developing specific proposals to reform and improve public education throughout the state. To improve education in Missouri public schools, bi-partisan political leadership, parent leaders, citizens, educators, business leaders, and labor leaders must come together to systematically organize a plan for state-wide school improvement and mobilize community support to implement the proposed reforms. This should be a priority for Missouri's governor and the Missouri Legislature. "Over the last year the governor and the Legislature have been allowed to play politics at the expense of the school districts, students and taxpayers. Each has been pointing fingers at the other as the source of the revenue problem, confusing the issue and generally making it difficult for the average taxpayer to determine the real cause(s) of the funding decline. I will remember this in the August primaries and in the November general election. I urge other voters to do the same," wrote taxpayer George Crowell of St. Peters in a recent letter to the editor in The St. Louis Post-Dispatch.

The increased use of such resources requires that administrators, teachers, library media specialists, students, and parents take steps to ensure that when used responsibly, these tools and the resources found by them are appropriate for use in K-12 instruction. In response to these concerns, schools or school divisions are required to establish guidelines for the appropriate use of computer networks. Such guidelines are generally called an Acceptable Internet Use Policy, or AUP. By definition, an AUP is a written agreement in the form of guidelines, signed by students, their parents and their teachers, outlining the terms and conditions of Internet use-rules of online behavior and access privileges. To assist school divisions, we have created an electronic "handbook" of resources. Since schools are at various stages of implementation in the use of computer networks, this electronic handbook does not prescribe a single Acceptable Internet Use Policy. Instead, it provides links to various sources of information that may be helpful to administrators, teachers, library media specialists, and parents in the development of a local AUP. The Internet is a virtual community based simply on courtesy and commonsense. A local AUP reflects the circumstances unique to the school or division, the electronic system used, and clearly defines what constitutes local responsible use of information networks.
