This law, commonly referred to as IDEA, provides the basis for special education services in Missouri. The major purpose of the IDEA is to provide children who have special needs the supports and services they need to learn and progress in their schoolwork. It requires that each child receive a free and appropriate public education. As the parent of a child with a disability, you will participate in many meetings, working along side school personnel in planning the special educational services and supports that your child needs. It is important that you understand your childs rights under IDEA.

Extractions: Home Division of Special Education Compliance Recommendations for Extended School Year Policies Local school districts are required to consider the need for Extended School Year Services (ESY) for each student with a disability. ESY may be necessary to provide a particular student a free appropriate public education as required by P.L. 94-142. It is recommended that districts have ESY policies to avoid arbitrary decisions concerning the provision of an ESY for any student, and to assist district personnel in determining the appropriateness of ESY for any individual student. An extended school year policy is required to be in place if a district wants to receive exceptional pupil aid for the students served during the extended school year period. The policy should provide that ESY be addressed in Individualized Education Programs (IEPs) by the IEP team, in the same manner as are all other programming needs. ESY is not a supplemental or related service, but an integral part of the student's IEP. Therefore, documentation of the goals and objectives to be addressed during the extended school year session should be reflected in the student's annual IEP. Parental involvement is significant in planning for ESY programs, as it is in all other IEP decisions. As with all other programming needs, it is recommended that the need for ESY be documented via data gathered about the student's performance in relation to the IEP goals and objectives. Additionally, it is recommended that if there is insufficient data at the time of the initial IEP meeting to determine whether ESY is appropriate, the team specify a time frame and the methods that will be used to collect data to determine the appropriateness of ESY at a future IEP meeting.

North Carolina uses a flat grant system, applying a fixed amount of funding per student. Some states, such as New Hampshire, simply weight all special education students the same in their formulas. This means that a student with a substantial physical disability has the same weight as a student with a minor reading disability if both students are enrolled in special education programs. Some states have created subcategories of special education students and provided each of those with a specific weight (e.g., South Carolina and Texas). Another approach is to weight a student based on his or her ability to spend time in a regular classroom (e.g., Iowa). This system provides the student a higher formula weight for the extra time he or she must spend outside of a regular classroom. The approach New York takes is to provide all special education students with a single weight plus an additional weight based on the districts financial need.
