If enacted, the regional accrediting agencies would use the guidelines to set standards for granting accreditation to distance-education programs and institutions." "Representatives of the six U.S. regional accrediting bodies have finalized a set of recommendations for building and evaluating online-education programs. But the recommendations won't become accreditation standards, says Charles M. Cook, the director of the New England Association of Schools and Colleges' Commission on Institutions of Higher Education. 'We've always considered them testimonials, not a new set of standards,' he says. 'It's always been the local regions' option of how to adopt them.'"

Critical Issue: Ensuring Equitable Use Of Education Technology to consortia that include at least one local educational agency. for the Improvement of education (NFIE) Road NCTP) PO Box 5425 mississippi State University http://www.ncrel.org/sdrs/areas/issues/methods/technlgy/te400.htm
Extractions: ISSUE : When a school or district decides to implement education technology into the curriculum, one of its overriding goals must be to create plans and policies for all members of the learning community to have equitable access and use . Appropriate funding and professional development represent the key means of supporting equitable access and use of technology to ensure technology literacy and to support meaningful learning for all students. OVERVIEW: Even before high-technology applications began appearing in some U.S. schools, learning opportunities were not the same for all students. Students who are already at risk of educational failure often attend schools that provide fewer opportunities for meaningful learning. The development of high-technology learning tools holds promise for leveling the playing field and ensuring equity in educational opportunity for all students in all schools. The National Academy of Sciences and the National Academy of Engineering (1995) emphasize the importance of technology in promoting educational opportunities for all students: "Technology deployed in education can help remove inequities between the schools of the inner city and the suburbs, between cities and rural districts.... Technology can become the force that equalizes the educational opportunities of all children regardless of location and social and economic circumstance."

Quality Education Is A Civil Rights Issue the resonant voice of the mississippi Freedom Democratic communities demanding the quality education that too DCbased online news and information agency. http://www.edletter.org/past/issues/2001-mj/civilrights.shtml
Extractions: The Algebra Project is retooling the organizing tradition of the civil rights movement to advance an American tradition that argues for education as the fundamental structure for opportunity and meaningful citizenship. No one understood this better than freed slaves during and immediately after the Civil War. The first great mass movement for state-funded public education in the South came from African Americans, wrote W.E.B. Dubois in Black Reconstruction : "Public education for all at public expense, was, in the South, a Negro idea." Their efforts were beaten down and sabotaged after the election of 1876 when, like our current situation, the United States suffered a tainted presidency and, as now, citizenship rights of black people were at issue. Sharecropping followed the collapse of Reconstruction. With this system came presumptions of white blamelessness and of black intellectual inferiority. "The Negro should be taught to work with his hands," wrote one writer in the late 19th century. Real schooling, he added, "tends to unbalance [the Negro] mentally." Sharecropping was still in place when, at the 1964 Democatic Convention, Fannie Lou Hamer, the resonant voice of the Mississippi Freedom Democratic Party, asked the country with her heart, soul, and her two-months-a-year sharecropper schooling, "Is this America?"
