Poll respondents had greater confidence in their own district's fiscal performance than in schools statewide.     Extractions: Support increased accountability. Statewide testing must track individual student progress, as well as overall school performance. The goal should be for every student to make at least one year of academic progress for a year of school. Test results should be reported on a timely basis to students, schools and the public, so that they can be used for improving achievement. Link funding with measurable results. Schools that make improvements and meet their goals should be rewarded: schools that continually fail to meet their goals should be evaluated and based on the evaluation, have their leadership and/or their staff replaced. Students in poor performing schools should be allowed to attend another school of their choice. Education funding must continue to follow the student to the school of their choice and be accounted for at that school site. "Site based management" and school site councils should be given the ability to make decisions concerning deployment of resources and personnel based on the goals of school sites.

The bill is $90 million more than Governor Ventura budgeted, and spends almost $1 billion more than in the previous two-year period. Still, many Democrats say the legislation doesn't spend enough on all school districts. HOUSE REPUBLICANS HAVE PRESENTED THEMSELVES as budget-cutters - or at least budget-restrainers - on most areas of state spending. The exception is public schools. The Republican-sponsored bill that passed the House last night slightly raises the state's average share of the cost of public education from the current 69.9 percent to 70.2 percent. " This is a good solid education bill. In reality, it has the love of a parent, the heart of a teacher in it, and it looks to the future," said Harry Mares, the chairman of the House Education Policy Committee.
