The Parent's Right To Know Act was introduced and passed in the 2000 Minnesota Legislature and includes recommendations for the use of integrated pest management in schools (see Developing an IPM Policy Statement for Your School The Working Group decided that a survey of pest management practices in Minnesota public and private K-12 schools was a good starting place to help identify current pest management practices because there was limited data on pest management practices in Minnesota K-12 schools. The MDA, with support of the Working Group, sought and was awarded funding in 1999 for the survey from the U.S. EPA, Region 5, Chicago, Illinois. The MDA took the initiative pursuant to its statutory authority contained in Minnesota Statutes, Chapter 17.114, Subd. 4, which states: "The state shall promote and facilitate the use of integrated pest management through education, technical or financial assistance, information and research."

We thought we'd take this opportunity to delineate, once again, the different levels of participation for K-12 schools. Basically, there are three ways in which Minnesota K-12 schools can participate in the MnLINK project: Access to the Gateway is open to all schools indeed it is free to any person anywhere in the world who has access to the internet. Via the internet, anyone can search the System X and Regional library catalogs at www.mnlink.org. Students and staff should be able to search state-licensed databases through the gateway inside school buildings because the gateway can be configured to allow access by IP address. At this point, it's uncertain to what extent the state legislature will fund database usage. UMI and Information Access Company databases are compatible and will be included on a trial basis this Spring. This access does not offer electronic Inter-library loan services outside of what your library system currently offers. You can contact your Multitype Library Coordinator for more information on interlibrary loans available in your area.

Many parents and educators are concerned about pesticide use in schools because of potential health effects, including cancer, neurological effects, and birth defects. Integrated Pest Management (IPM) is an alternative approach to controlling pests using the most appropriate and least hazardous techniques. Preventing pest infestations in the first place is stressed. The main elements of a good IPM program are: Monitoring to establish whether there is a pest problem Identifying the causes of the pest problem Addressing the causes by changing conditions to prevent problems Utilizing pest suppression techniques, if necessary, that are based on mechanical and biological controls. IPM recognizes that pests need food, water, and shelter to survive and uses controls that cause the least possible harm to people and the environment. Pesticides are used only as a last resort, when other methods fail, and care is taken to choose the least-toxic alternative.
