Anderson Economic Group was retained by the MEDC to benchmark the business climate of key Michigan cities against the best competing cities in the American Midwest, South, East, and Canada. We created a profile service and manufacturing firm, each incorporating facility, equipment, and labor factors appropriate to these specific types of businesses. The firm also used its sophisticated models of state, local, and national taxes to produce accurate assessments of the property, franchise, income, value-added, sales, use, and other taxes affecting businesses in different locations. Using our geographic information system facility and a database of these cities, we compiled these data in a manner allowing comparisons of the effect of different wages, utility costs, taxes, fees, and other costs faced by businesses across multiple cities, states, and countries. The resulting report was published by the MEDC and used to guide policy development for the State.

Two vehicles collided at an intersection in Dearborn Heights, Michigan. The intersection had stop signs controlling traffic from two, but not four, directions. One vehicle subsequently struck and injured a pedestrian standing on the sidewalk. The minor pedestrian, through her next friend, sued the drivers and the owners of both vehicles and the municipality of Dearborn Heights. Suits against the drivers/owners settled, and the Wayne Circuit Court granted the municipality's motion for summary judgment. On appeal, the Court of Appeals affirmed the trial court's decision, concluding that the plaintiff did not prove the traffic signs at the intersection were inadequate. However, the court also found that governmental immunity did not extend to municipalities and Dearborn Heights could be sued for failure to install adequate traffic signs.

Corridor planning is a tool that permits the City to closely examine an area that is in need of a more intense planning focus. Grand River Avenue has historically been a major transportation corridor linking the City of Novi with the City of Detroit to the east and Lansing to the west. The corridor bisects the City at an angle from Haggerty Road to the east and Wixom Road to the west, running parallel to the I-96 Freeway to the north. The focus of this corridor study is from Beck Road east to the Taft Road intersection. Grand River Avenue is a major entryway into the heart of the City. Drivers travel east along this route to reach Novi Road and the Novi Expo Center as well as the Town Center shopping areas and Main Street. The corridor also functions as an accessible alternative to the I-96 Freeway during periods of congestion.
