That dry diplomatic phrase can mean a great deal in the daily life of two nations. It opens the door to commerce and cultural exchange and, just as important, to contact and understanding. It doesn't mean that two nations have settled all their differences. It does not mean that they see eye to eye on all questions. But it does mean that they have chosen to explore the possibilities of cooperation, and of finding ways to identify and advance mutual interests.

Fostering an inter-regional and multi-disciplinary approach to the region, the Institute focuses on the Arab countries, Armenia, Iran, Israel, Turkey, Central Asia, and Muslim Diaspora communities. The Institute sponsors approximately 30 lunch-time talks per year on topics ranging from art and literature to current events, hosts conferences, and provides a neutral atmosphere for scholarly and student exchanges of views on issues concerning the Middle East, North Africa, and Central Asia. It offers courses and outreach seminars to teachers and adult education groups, briefs journalists, and generally acts as a clearing-house for requests for information on the region and its peoples by the media, educational professionals, and the interested public, drawing upon the expertise of its own staff and the faculty of the School of International and Public Affairs and Columbia University. Mauritania Mauritania Introduction Mauritania Background: Independent from France in 1960, Mauritania annexed the southern third of the former Spanish Sahara (now Western Sahara) in 1976, but relinquished it after three years of raids by the Polisario guerrilla front seeking independence for the territory. Opposition parties were legalized and a new constitution approved in 1991. Two multiparty presidential elections since then were widely seen as flawed, but October 2001 legislative and municipal elections were generally free and open. Mauritania remains, in reality, a one-party state. The country continues to experience ethnic tensions between its black minority population and the dominant Maur (Arab-Berber) populace. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. " Four main languages, Arabic, Pulaar, Wollof, and Soninke, all are recognized and declared national languages. The Arabic language, however, is designated the official language for Mauritania's 2.2 million inhabitants. Legislative powers are organized within two chambers, a national assembly with a five-year mandate and a senate elected for six years. According to the official newspaper, Horizons, "this vote gives the new constitution moral and political strength."
