Amistad Research Center Museum of Afro American History January-February, 2003 By Tiffany Vail The Massachusetts Conference will be the chief sponsor of the Freedom Schooner Amistads visit to Boston Harbor in October. The visit is likely to be a major event in the life of the Conference, offering a chance to educate the public and church members about the Amistad Incident of 1839, an important part of the heritage of the United Church of Christ. The Amistad , which acts as a floating civil rights museum and classroom, has attracted as many as 22,000 visitors in large cities such as Baltimore. During port visits, the schooner is open for tours, school trips, excursions and corporate events. It is expected to be docked in Boston Harbor October 1521

These leaders will be encouraged to convene local groups to meet five times and, following the guidebook, engage in dialogues about race. By Tim Wise With the release last week of the latest scores on the MCAS tests, or Massachusetts Comprehensive Assessment System, we are once again being bombarded with warnings about "failing schools." The stakes are high; these statewide standardized tests, administered to fourth-, eighth-, and 10th-graders, will determine, among other things, whether a student gets a high school diploma or whether the state takes over a low-scoring school district. While the state Board of Education has raised concerns about students performance on the MCAS, parents, teachers, students, and others question the quality of the test - and the qualifications of the board's nine members themselves. After all, not one of the board's members can claim any meaningful experience teaching school. None of them had to pass a single test to join the board. And if asked to do so, they undoubtedly would refuse, saying no one test should determine their promotion. But let's turn the tables for a moment. How would the board score on an education competency test designed by parents and students? Call it the Massachusetts Citizens' Assessment System - our own MCAS. Based on the board's performance thus far, their answers would not be hard to predict.

New residents who worked not in Hyde Park but in Boston sought the grassy lawns and lower housing density available in Hyde Park. The pull toward Boston was now taking hold. Dissatisfied with town water rates and service, Hyde Park voted to join Boston in 1911. Hyde Park provided the backdrop for events in the women's suffrage and abolition movements. Speaking out for human rights were such Hyde Park residents as Angelina and Sarah Grimke, Mehitable Sunderland, the first doctor in Hyde Park, and Theodore Weld. The first black regiment mustered for the Civil War, the Massachusetts 54th - subject of the movie "Glory" - was trained at Camp Meigs in Hyde Park, as was James Munroe Trotter, the first black officer of the American Army. While absorbed into Boston, Hyde Park still maintains a sense of its own independent spirit and identity. Residents were so dissatisfied with the Southwest Expressway proposal that in 1962, they petitioned their legislators to secede from Boston and to join Norfolk County. Both the secession and the expressway proposals failed. Hyde Park is a community of revitalization and growth. Many former residents who moved to the suburbs are coming back, attracted by Hyde Park's proximity to Boston and moderate housing prices.

However, the implementation schedule resulted in a cohort of susceptible children in grades 3-6 and 8. Beginning in 1998, BPHC public health nurses (PHNs) from Communicable Disease Control and the School Health Program Private/Parochial Schools collaborated to implement a catch-up school-based HBV program for students in grades 3-8 in 36 parochial schools. School Health PHNs educated principals, faculty, parents, and students about benefits of HBV. Because three doses of the vaccine needed to be administered at each school within a seven month period, scheduling and staffing were major planning challenges. During the implementation phase, PHNs arranged for transport of all needed supplies, created appropriate work areas, managed anxiety levels of students, staff and parents, and handled medical emergencies. Over 1,500 children and staff were vaccinated, with a series completion rate greater than 90%.

While this effectively preempts state law after the Secretary of Education awards grants for the demonstration projects, it does not and cannot do so before an award is made. Therefore, a number of states, operating under state constitutions that prohibit the public funding of sectarian schools or institutions, are ineligible to apply for the grants. A government has only the power and authority granted to it by the people through a constitution. This is the foundation of a nation that observes "the rule of law." Just as the authority of the federal government is limited by the powers granted and denied by the federal Constitution, the authority of the state governments are limited by the powers granted and denied by their respective state constitutions. Where a state constitution prohibits public funding of sectarian institutions, the state would violate its constitution when it applied for the grant program contemplated by the choice demonstration amendment because it would exceed its constitutional authority. Thus, the following states are constitutionally inhibited from participating in the choice demonstration and cannot benefit from the amendment under consideration:
