The reports, which are published annually as a result of a 1993 Texas Legislative Act, provide parents with a statistical analysis of student test scores, attendance and other indicators of school success and district achievements, as reported by the Texas Education Agency (TEA) and Plano ISD. Superintendent of Schools Dr. Doug Otto, noted, "The School Report Cards provide yet another opportunity for us to communicate school success to our parents and community. Individually and collectively, Plano's students have demonstrated outstanding accomplishments and they deserve our praise for their efforts. The reports also allow us to recognize the efforts of teachers, administrators and support staff who work tirelessly to provide our students with an excellent education."

Extractions: Election nightany election nightis a time to celebrate. While we have been on the losing end of more election results than we care to remember, we continue to celebrate the system. This election night, as we join the nation in watching the returns roll across the screen, a few thoughts that appear to be political truths come to mind. The returns on the transportation sales tax increase seen to prove again that just about anything with the word tax in it is all but doomed to failure. We are surprised that the referendum received as many yes votes as it did, although it was heavily funded. Ironically, it may have received even more support had some commuters not been tied up in traffic Tuesday evening. It was not an embarrassing loss, and the margin may play a role in future political planning. The majority seldom volunteers to approve tax increases, regardless of the reasons. We consider the outcome another victory for this theory, not for those who do not want roads. A small segment immediately claimed the outcome was a victory for smart growth, which in this county means dirt roads. We strongly disagree. We could point out that Congressman Frank Wolf defeated a self-styled smart growth candidate and leave it at that. This would not be fair. The candidate lost because he was under-funded and unknown. It is doubtful that most voters even knew of his philosophy. For any chance, candidates who oppose incumbents such as Wolf and John Warner must be serious candidates. The sales tax increase was defeated by those who do not support any additional taxes, especially under these economic conditions. If there was a coalition among conservatives and a limited number of elitist no-growthers, it will not last beyond the night.

Extractions: Send a Letter to the Editor Since the publication of "A Nation at Risk" in 1983, Americans have become increasingly alarmed about the dismal results and soaring costs of their public schools. No group of citizens has a closer view of these problems or a more immediate stake in addressing them than the parents of the country's 48 million schoolchildren. Here and there, parents have won minor battles to influence curricula or oust mediocre school-board members. But as individuals, parents are no match for the forces that favor the status quo. The mission of the PTA has always been to "work on behalf of the best interests of all children on issues that affect their health, education, and welfare" and "to encourage parent involvement." With almost seven million members, the PTA offers great potential for promoting parental involvement in the educational welfare of children. But in the 1990s, that mission requires of the PTA something it has been unwilling to do: demand accountability for performance and spending at every level of the educational system. Local Control Decades ago, parents had significant influence over their neighborhood schools. Over the years, however, school districts consolidated, teachers and administrators came to see themselves as credentialed professionals, and state laws standardized educational practices and curricula. Today, many parents are less likely to get involved in their children's educational environment. Nevertheless, the impetus for reform will have to come from parents active at the grass roots.

Extractions: RECEIVE EMAIL UPDATES: SEARCH PTO TODAY: By Michelle Bates Deakin But Falk wanted to reach out beyond the ring of usual suspects: upper-income parents with high-achieving kids. And he wasnt just looking for involvement in the PTA. The former research chemist turned stay-at-home dad was hoping to get parents intimately involved in the schools curriculum with an eye toward improving the performance of all the students, whether they spoke English or one of the schools nine other languages: Bulgarian, Cambodian, Chinese, French, Khmer, Pakistani, Portuguese, Spanish, and Russian. For a model of how to involve parents in improving schools, Falk and the administration of Park Avenue Elementary turned to the National Network of Partnership Schools at Johns Hopkins University. The group provided a road map for Park Avenue to follow. The plan showed the school how to create five action teams for reading, writing, math, behavior, and partnerships. And in just four years the results of those teams have been dramatic. Standardized test scores have risen, and behavior problems with children have dwindled, with suspensions all but disappearing. Communication between parents and teachers has flourished, with multilingual volunteers sending newsletters and making phone calls to parents each month. The Network pointed the way for us, says Falk. It allowed us to go menu shopping and look at what other schools have done and whats worked.
Extractions: RECEIVE EMAIL UPDATES: SEARCH PTO TODAY: By Tim Sullivan It was perhaps the loudest reaction on the first day of the 2000 national PTA convention in Chicago. Illinois Superintendent of Schools Dr. Glenn McGee remembered a day earlier in his career when he made the mistake of referring to parent groups as PTOs. Almost on cue, the crowd of 1,500 or so PTAers roared their disapproval. Loud boos echoed through the cavernous meeting hall. He may as well have said that he hated the Cubs, the White Sox, the Bulls, and the Bears. Why the strong emotions? Are PTOs hurting kids or doing something wrong? While no PTA defenders go that far, there is a subtle but undeniable implication that those groups that arent part of the PTA are in some way choosing to abandon the cause of children. For some groups, the PTO vs. PTA debate is simply a matter of dollars and cents (either we dont want to send any money out of our school or are we getting enough service for the money we send out of our school?). For others, though, the debate takes on a significantly increased importance. If we dont speak for all children, then who will? the PTAs most loyal defenders often ask. Independence vs. Affiliation
