Requests For Proposals (RFP) Recent Additions Nonpoint source pollution (NPS) is the major reason why water quality remains impaired in Maryland. NPS is caused by Stormwater (rainfall or snowmelt) or irrigation water moving over the ground. As it moves, it picks up and carries along pollutants, which can eventually be deposited in lakes, rivers, wetlands, coastal waters, ground waters and the Chesapeake and Coastal Bays. Nonpoint source pollution can also come from underground septic systems where pollutants may travel to groundwater's and eventually emerge in streams.

Subsection 319(h)(11) of the Clean Water Act of 1987 requires each state to report annually on the progress made toward achieving Nonpoint Source (NPS) Management program goals. This report summarizes statewide efforts to control and prevent nonpoint source pollution during 2000. The report contains a description of nonpoint source pollution prevention and control efforts by pollutant category (agriculture, forestry, developed lands, etc.); a description of DNR's Watershed Restoration Action Strategy initiative and a summary of progress made toward achieving Chesapeake Bay Program nutrient reduction goals. In 1972, Congress enacted the Federal Water Pollution Control Act in response to growing public concern for serious and widespread water pollution. The 1972 law built upon previous federal water pollution statutes. In 1977 the act was amended and renamed the Clean Water Act. Congress amended the Clean Water Act in 1987 to establish the section 319 Nonpoint Source Management Program. The Clean Water Act was reauthorized in 1991. The Clean Water Act is the primary federal law that protects our nation's waters, including lakes, rivers, aquifers and coastal areas.
