Schools in rural America face an array of problems every bit as daunting and intractable as those confronting schools in urban communities. In rural communities, graduating students who see no future locally leave town, and a snowball effect begins. These young people are no longer there to start families, to send their children to school, to buy toothpaste from the local druggist or houses from the local realtor. A brain drain begins that leaves fewer high-quality workers to attract high-quality jobs. Fewer high-quality jobs means even fewer opportunities for the next generation of students, who will find themselves forced by economic necessity to leave the community. In fact, in 22 states, more than half of all rural schools lost students between the 1994-95 and 1997-98 school years, according to the newsletter Rural Policy Matters. Those states with the highest percentages of enrollment loss were Louisiana, Idaho, North Dakota, West Virginia and Wyoming. States with large rural populations have begun to face these and other problems of rural schooling directly.

Enter the Incident (IPB) Reporting system About Maine SDFSCA PURPOSE OF THE PROGRAM: The purpose of the Safe and Drug Free Schools and Communities Act of 2001 (SDFSCA), also known as Title IV-A of the No Child Left Behind Act (NCLB) is to prevent violence in and around schools and to strengthen programs that prevent the illegal use of alcohol, tobacco and other drugs. This Title requires parental involvement and coordination with related federal, state, and local efforts and resources; and makes federal assistance available to states, local educational agencies, public and private nonprofit organizations, and institutions of higher education for selected programs, services, and activities. DISTRIBUTION OF FUNDS: The total allocation to a state under Title IV-A of NCLB is granted as two distinct sums: A minimum of 80% is granted to the State Educational Agency (SEA) and supports state and local level prevention initiatives (i.e., SEA/LEA Programs), and up to 20% is awarded to the chief executive officer for initiatives under the Governor's Program. Four percent (4%) of the SEA/LEA portion is available for state level programs, services and activities while another 3% may be used for the administrative costs of carrying out this program. Ninety-three percent (93%) of the SEA/LEA portion is awarded to Local Educational Agencies (LEAs) based in part on the relative enrollments in public and private nonprofit elementary and secondary schools within their boundaries, and in part on their Title I allotment.

Extractions: WWW.MAINEALZ.ORG Helpline: Back to Articles And Announcements The Maine Medicare Education Partnership (MMEP) is a collaborative effort of the Bureau of Elder and Adult Services (BEAS), Maine's five Area Agencies on Aging, and Legal Services for the Elderly to help Medicare beneficiaries understand their benefits, read their Explanation of Medicare Benefits (EOMBs), and know whom to contact if they have questions. Maine, like other states, is experiencing growth in its Medicare eligible population. People 65 years of age and older, disabled people under 65 years of age and people with End-Stage Renal Disease can qualify for Medicare. Currently, there are an estimated 211,000 Medicare beneficiaries in Maine. The MMEP recruits and trains volunteers, most of whom are retired professionals, to conduct community presentations to Medicare beneficiaries, their families and caregivers. This education program leads to better-informed beneficiaries who will know how to spot discrepancies between the services they received (or didn't receive) and the services billed to Medicare and what they can do to prevent errors, fraud, waste and abuse. To date the program has recruited and trained 43 volunteers, statewide. Each volunteer is required to attend a very comprehensive, 9 hour training session before they can work with the beneficiaries. The sessions focus on Medicare basics; reading and understanding the Medicare statements; and identifying and preventing errors, fraud and abuse.
