Just a year after three of Louisiana's historically Black universities were placed on probation for low passage rates on the national teacher certification exam, they were told that they have now some of the highest passage rates in the state. Louisiana Higher Education Commissioner E. The report cited specific strengths of Southeastern's programs, including its evaluation methods of student teaching and the opportunities to monitor student success that are built into the process. The review noted that Southeastern's program, which integrates regular education and special education, represents "an innovative approach to the redesign of teacher preparation programs." "Southeastern appreciates the recommendations from the review group and we believe those recommendations will only help strengthen our program," said university President Randy Moffett. "External review by outside experts is in keeping with Southeastern's philosophy to develop programs that are up-to-date and relevant." Moffett said Southeastern's proposed program is academically strong and meets the objectives of improving alternative teacher certification programs that the state's Blue Ribbon Commission on Teacher Quality is seeking. He said he is confident that once additional information is supplied, the university will obtain final approval of its program. All alternative teacher certification programs in the University of Louisiana System, which includes Southeastern and seven other regional universities, were recommended for approval by the external evaluators who were retained by the Blue Ribbon Commission. Alternative teacher certification programs are designed to allow individuals who already hold a degree to enter the teaching profession through one of three pathways: a master's degree program, the Practitioner Teacher Program for individuals who are already teaching and are working toward certification, and a non-degree certification program. Currently 267 students are enrolled in Southeastern's alternative teacher certification program, said Martha Head, interim dean of the College of Education and Human Development. "Alternative teacher certification programs are intended to address the increasing shortage of -MORE- TEACHER PROGRAM - Add One qualified, certified teachers in the classroom by reaching out to individuals who already hold at least an undergraduate degree and - in some cases - years of work experience," Head said. She noted that prior to entering the program, students must pass the reading, writing, mathematics and specialty content PRAXIS examinations that are required for state certification. Southeastern is proposing revisions to its program that would incorporate two new masters of arts in teaching (MAT) degrees, in which strong emphasis is placed on mastery of subject content. The degrees would be awarded in the areas of elementary and mild-moderate special education (grades 1-6), secondary education (grades 7-12). With more than 1,500 students in its College of Education and Human Development, Southeastern has one of the largest teacher preparation programs in Louisiana, graduating more than 300 teachers each year. The university was the first in the state to guarantee the quality of its education graduates, instituting a program two years ago with 10 area school districts. Under the teacher guarantee program, Southeastern promises that its graduates know their subject matter, can teach to diverse student populations, and will infuse technology throughout the curriculum. The college was a recipient last year of a $1.8 million federal allocation designed to help expand its alternative teacher certification program by offering more course work through distance learning. The funding is allowing the college to develop flexible scheduling and individualized instruction to help individuals complete course work requirements for certification through the Internet. -SLU-
