We Can Fix Louisiana's Public Schools Governor MJ Mike Foster, Jr. Weekly Column. We Can Fix louisiana s Public schools. December 1998. There is hope for louisianas k12 public education system. http://www.gov.state.la.us/policy/98column/wc121198.htm
Extractions: Weekly Column We Can Fix Louisiana's Public Schools December 1998 "Reaching for Results" is a comprehensive education reform plan that incorporates the best ideas that my LEARN Commission, the State Board of Elementary and Secondary Education, members of the Louisiana Legislature and dozens of other educators and community leaders working on this project have found from across the country. Although it has taken lots of time, this plan has begun to garner the support of school boards, superintendents, teacher unions, business leaders, community leaders and parents. This plan says "no" to settling for Louisianas old, mediocre education standards and says "yes" to accountability and striving for excellence. We can not continue to expect so little from our students, our parents, our teachers, our school principals, and our school district leadership. This plan is not about finger-pointing. Indeed, many of our educators have been working tirelessly and to the best of their abilities to help students learn. But we need to fix a system that hasnt been working. "Reaching for Results" says we expect more, but also that we will do more to make sure that, together, we will meet the challenges that confront us. The plan has five main goals: raise academic standards; place more responsibility on parents and students; make schools and school districts accountable for student performance; give schools and districts flexibility to decide on the best ways to improve student performance; and provide additional money to schools and districts and ensure the money is spent more wisely.

Extractions: The state government's use of telecommunications technology is highly decentralized, with no overall coordinating strategy. Each state department or agency is responsible for its own level of commitment to information technology and for procuring funds to sponsor that commitment. The Office of Telecommunications Management maintains the Louisiana Wide Area Network, a network service that provides state agencies with hardware, software, and support. Agencies pay an initial fee to connect to the network as well as monthly subscription fees. A 1994 article on telemedicine rated Louisiana as one of the five most advanced states in telemedicine technology. At that time telemedicine efforts appeared to be driven by the private sector without the involvement of state government. However, legislation (1995 La. SB 774) is now under way to create a coordinating council on telemedicine and distance learning. Efforts within the legislature (1995 La. HB 2159) and the governor's office have resulted in a plan to create the Louisiana Database Commission to oversee the collection and distribution of electronic data pertinent to state business and public welfare. The commission will ensure that public records and other data are available to state agencies and other interested parties in a cost-effective way. It will also encourage cooperation among public entities and private individuals, businesses, and nonprofit corporations to develop, enhance, and share databases.
