The State General Fund appropriation increased by about 7% over the current budget. This appropriation includes the Board of Regents, the Louisiana State University system, the Southern University system, the University of Louisiana system, and the Louisiana Community and Technical Colleges system. State General Fund appropriations to Higher Education that are not typically provided to state agencies include: $3.6 million for the cost to annualize FY03 classified state employee merit increases, $6 million for FY04 classified state employee merit increases, $11.2 million for risk management increases, and $15.9 million for group insurance increases. The major programmatic enhancements to Higher Education funded by State General Fund in Fiscal Year 2004 totaling approximately $57 million are summarized below. IU President IU receives national grants for Louisiana French project, online film literature index Indiana University has received two grants totaling more than $500,000 from the National Endowment for the Humanities for projects involving Louisiana French and an online film literature index. The two grants are part of nearly $31 million in funding recently announced by NEH. The grants support scholarly research and provide funds for humanities programs at colleges, research centers, museums and other nonprofit institutions. Valdman said a major objective for his project is preparing a historical dictionary of Louisiana French, which includes the language spoken in Cajun communities, the Colonial French brought to America with the first explorers from France in the late 1600s, and the Louisiana Creole that is spoken primarily in African American communities. The IU professor said the project "will contribute significantly to the field of French studies and will document an important component of Louisianian culture: the endangered French variety spoken in Louisiana." Valdman said IU is the lead research institution on the project through the Creole Institute that he directs. Researchers on Louisiana French-related language and culture from Louisiana State University, Tulane University, the University of Louisiana-Lafayette, the University of Wisconsin-Whitewater, and the University of Alabama also are involved. Included in this group are IU alumni Barry Jean Ancelet at UL Lafayette, Tom Klingler at Tulane and Kevin Rottet at UW Whitewater.

Extractions: Wednesday, March 12, 1997 NEW ORLEANS A Louisiana appeals court has dismissed a lawsuit brought by the American Civil Liberties Union that seeks to enforce children's constitutional rights to an adequate education in Louisiana public schools. The case was set for a nine-day trial beginning March 13. The Court gave no reason for its decision. The ACLU immediately said it would appeal the decision to the Louisiana Supreme Court. "We look forward to arguing this case before the Louisiana Supreme Court," said William P. Quigley, General Counsel of the Louisiana ACLU. "This will be on of the most important cases ever to go before the Court. The future of our state hangs in the balance. "Each child in Louisiana has the right under the Louisiana Constitution to a decent public school education, and enforcement of this right is critical to the economic future of our state," Quigley added. The lawsuit, brought five years ago by the ACLU and the Orleans Parish School Board, seeks to enforce the guarantees in Louisiana's Constitution that say every child is entitled to a "minimum foundation of education." The suit alleges that the state has failed to comply with its constitutional duty to provide Louisiana's schoolchildren with an adequate education.

Based on participant evaluations, the 1999 Medical Job Fair of Louisiana was an overwhelming success. Resident and practicing physicians stated that the Job Fair provided an avenue for evaluating multiple options in one setting. Exhibitors were pleased with the number and quality of the residents attending the fair. The fair attracted several pediatricians from a board review meeting taking place in the Hyatt at the same time. This added to the excitement due to the large demand around the state for pediatricians . The site of the 1999 Job Fair was the Hyatt Regency New Orleans Hotel. The Hyatt was selected due to its proximity to the medical schools and the available exhibit space configurations. Breakout sessions were conducted adjacent to the exhibit hall, allowing participants to move between events easily and with minimal time loss. The layout of food and beverages in the exhibit area proved to be a big hit with exhibitors. Placing food and beverages adjacent to booths increased the interaction between exhibitors and medical participants. Seventy-seven (77) resident and practicing physicians attended the fair. The number of physicians was in line with prior years; 68 in 1997 and 78 in 1996. Approximately 40 residents attended the 1998 fair in spite of the tropical storm that flooded New Orleans during the fair. The 1999 residency programs represented included Alton Ochsner, Tulane, Baton Rouge General, Baylor Family Practice in Houston, University of Alabama-Birmingham, University of Texas-Beaumont as well as the following LSU programs; Shreveport, Monroe, Lake Charles, Lafayette, Baton Rouge, Kenner and New Orleans.
