Washington, DC and Baton Rouge, LA - January 7, 2003: The Louisiana Board of Regents has partnered with SMARTHINKING, the leading provider of online tutoring and academic assistance for college students, to pilot the use of online tutoring services designed to help all students in the state achieve academic success. During the six-month pilot, students from Louisiana's technical colleges, community colleges, and four-year colleges and universities will have access to online tutors, around the clock and from any Internet connection. "What we are trying to do is reach students in Louisiana," said Mike Abbiatti, Associate Commissioner for Information and Learning Technology. "We want very much to provide online resources for students who may or may not be on campus." To date, more than 200 faculty members have been trained on how to blend the online tutoring services with their classes, thus providing their students with 24/7 virtual office hours in addition to on-campus resources and faculty support. Students will be able to access qualified and trained tutors in mathematics, statistics, chemistry, economics, accounting, Spanish, and writing. In addition, students will have access to SMARTHINKING's Online Writing Lab where they can submit papers for any course and receive a critique of that writing project from general writing, ESoL, business and technical, creative, or career writing specialists, usually within 24 hours.

They have pursued their goal of introducing creationism into science courses through state legislatures, through boards of education, and latelyominouslythrough Congress. On every front, however, they have been met by AIBS and other scientific organizations striving to counteract their efforts. Bills that would undermine the teaching of evolution have been introduced in several state legislatures. An Arkansas bill prohibiting the teaching of "fraud"including, they claim, Archaeopteryx and various fossil hominidswas only narrowly defeated. The Education Committee of the Michigan House is considering a bill calling evolution an "unproven theory" and specifying that students be taught "intelligent design" theory, a catchphrase for creationism. A Louisiana resolution took an unexpected approach, asserting that Darwin was a racist whose evolutionary theory was responsible for Hitlers genocidal pursuit of an Aryan master race. That resolution passed the Louisiana House, but only after references to Darwin were removed. We are holding the line, thanks to Ellen Paul, the AIBS Public Policy Committee, the evolution listserv managers, and others in AIBS, as well as our colleagues at the American Geophysical Union and the American Geological Institute and other societies. We hope to take a more proactive approach in the coming year. I have no doubt that the creationists will continue their efforts, and we will have to step up ours to counteract them. Eternal vigilance will have to be our watchword.

But this year, the state is moving forward with the first stage of a long-range accountability plan designed to improve low-achieving schools. Efforts to raise standards, improve teacher pay, and hold schools and districts more accountable for student achievement were fortified with nearly $200 million in additional funding in the $2.2 billion state education budget the legislature passed last year. "We are hopeful that there are a number of factors that will allow this program to continue and to allow Louisiana to show gains in student achievement," says Leslie R. Jacobs, the state board member who headed the state's accountability commission. "National trends [in setting standards and designing accountability measures] create the right climate for this set of reforms to be successful." The first round of testing under the new system will begin this spring when 4th and 8th graders take tests linked to the state's new content standards in English/language arts and mathematics. In the fall, the state's 1,100 elementary and middle schools will be scored on how they compare with state benchmarks on those tests.

It also exercises budgetary responsibility for all funds appropriated or allocated by the state for schools under its jurisdiction. The Boards multi-member structure, composed of both elected and appointed individuals, enhances and broadens citizen representation, making it more likely that education decisions will be broadly acceptable to the public. They are valuable advocates within government for the interests of children and youth and for the overall educational needs of society. Acting in its capacity as a quasi-legislative body, the State Board adopts policies and regulatory rules which have the force and effect of law. The regulatory policies adopted by the Board are contained in the bulletins compiled by the Department of Education or BESE. In accordance with R.S. 49:950 et. Seq., the Administrative Procedure Act, all regulatory policies adopted by BESE are advertised as Notices of Intent and Rules in the Louisiana Register. Rules become part of the Louisiana Administrative Code, the official compilation of administrative rules published by state agencies and boards, when they are promulgated in the Louisiana Register. Extractions: Vol. 7, No. 8 National Association of State Boards of Education Louisiana's Prekindergarten Initiative In 2001, Louisiana passed legislation that established a program of universal early childhood education for low income four-year-olds in any Louisiana public school system that wished to participate. As a result, the state successfully launched the initial phase of the LA 4 Prekindergarten Initiative in 11 parishes. This year the state expects to expand services to 19 parishes, enrolling 5,000 four-year-olds in public schools. The LA 4 legislation calls for participating districts to offer prekindergarten classes to every child in the school system's jurisdiction who will be eligible to enter public school kindergarten the following year. Prekindergarten classes are provided at no cost to a child who is eligible to receive free and reduced price meals. Local school systems have the option of charging tuition to families with an ability to pay and must also work cooperatively with any federally funded program, such as Head Start, to establish a comprehensive program. The public school program is supported with $30.3 million from the federal Temporary Assistance for Needy Families (TANF) welfare program. The money can be used for new programs; however, it cannot supplant any existing programs. Louisiana's success in implementing a comprehensive, coordinated early childhood education and service system within the one-year time frame specified in the legislation is impressive. The bill focuses on resource coordination for students and their families and on collaboration with other government-funded providers of early childhood education. Furthermore, the statute requires that the Board of Elementary and Secondary Education (State Board of Education), in conjunction with the education department, establish statewide standards to ensure that program content is developmentally appropriate. Other requirements address teacher licensure, transportation, teacher-pupil ratios, instruction and materials, and facilities.
