By administering laws and regulations that apply to health requirements for livestock and poultry, we strive to prevent and control the spread of disease through commerce - both in and out of state. Our veterinarians and field inspectors also work with local officials in the investigations of animal cruelty cases and provide livestock, poultry and companion animal owners with advice and instructions on the proper care and handling of their animals. Our laboratory system offers clients a wide range of testing services to diagnose livestock and poultry disease and consequently aid in their prevention and control. Extractions: Further information Standing movement arrangements - Exemption for breeding rams and bulls ceases on 30 November 2003. Defra announced on 2 July that movements of cattle, sheep and goats onto a holding would trigger a six day standstill. The Department also indicated that from 1 August to 30 November each year, there will be an additional exemption to the standstill for breeding rams and bulls going to and returning from markets, and for breeding bulls and rams moving to a holding for breeding purposes. This exemption is subject to the animals being placed for 6 days in a Defra-approved isolation facility. [A similar exemption from the 6 day standstill for the movement of breeding goats of either gender, applies all year round.] This notice is a reminder that 30 November is the last day on which breeding rams and bulls may be moved under this breeding exemption. Movements of breeding rams and bulls that take place after 30 November will not qualify for an exemption from the standstill and must respect any movement standstill on the holding of origin. Breeding goats of either gender moving to a premises for breeding purposes may continue to claim an exemption from the 6 day standstill provided they are isolated for 6 days in a Defra-approved isolation facility before they leave the premises of origin. It is the recipient of the breeding goats that can claim this exemption.

Extractions: Farm bill includes animal health, welfare provisions promoted by AVMA Congress addresses research animals, TSEs, and nonambulatory livestock he massive $111 billion farm bill, passed by Congress and signed by President Bush in May, will subsidize U.S. farmers over the next several years. The bill also contains several provisions backed by the AVMA, including a prohibition on interstate shipment of fighting birds, a directive for the Department of Agriculture to study nonambulatory livestock, and improved overtime pay for USDA Food Safety and Inspection Service veterinarians. For months the farm bill lingered in conference as committee members searched for a compromise between House and Senate versions. Conferees at last issued their report May 1, and the House, followed by the Senate, quickly approved it. The election-year bill is a stark reversal of a 1996 congressional restriction limiting government subsidies to farmers. President Bush was reportedly unhappy with the bill because of the spending increases, but he signed it into law May 13. The AVMA Governmental Relations Division in Washington, D.C., had been working with legislators and congressional staff on parts of the bill affecting animal health and welfare, biosecurity, veterinarians working for the federal government, and animal disease research.
