Secretary Powell thanked Lithuania for active support and practical participation in the fight against international terrorism. Lithuania alongside with Western allies participates in peace support operations in Iraq, Afghanistan and the Balkans. The size of the territory in which Lithuanian was spoken shrank considerably through the ages. Today it is roughly coterminous with the boundaries of Lithuania except for some areas of Lithuanian speakers in Poland and Belarus, and except for the diaspora living in the United States, Canada, Western Europe, Latin America, Australia, and even Siberia. The medieval Lithuanian rulers did not develop a written form of the Lithuanian language. The literary Lithuanian language, based on a southwestern Lithuanian dialect, came into use during the last quarter of the nineteenth century, replacing the use of the Samogitian, or western Lithuanian, dialect. At the beginning of the twentieth century, the use of Lithuanian was confined mainly to the peasantry, but the language was revived subsequently. In 1988 it was declared the official language of Lithuania, as it had been during 1918-40 and the early years of Soviet rule. Lithuanian folk art, especially woodcarving and weaving, contributed to the growth of Lithuanian artistic development. Traditionally, Lithuanian folk artists carved mostly crosses, wayside chapels, and figures of a sorrowful Christvery symbolic and characteristic of Lithuanian crossroads. Under Soviet rule, which outlawed religious subjects, woodcarvings became sec-ular. Today, Lithuania's roads and gardens are dotted with wooden crosses, poles, and other carvings.

That was predestined by the necessity of defence against the military pressure of Catholic Europe. Lithuania not only managed to resist this pressure, but also took possession of large areas of Christian (Orthodox) Ruthenia. That was connected with the search for “life power”, which ethnic Lithuania lacked for during the war with the Crusaders. At that time the Ruthenian lands were devastated by the Tartars, disunited and comparatively easy to subjugate. That gave Lithuania a chance of survival, but governing such large territories was impossible without making compromises with the local inhabitants. The Wars of the Cross diverted the development of the Lithuanian society to an unnatural direction. Lithuania had to refuse the unification of the Baltic lands and search for support in lands alien to it in terms of ethnicity and religion. Undoubtedly, that laid down a basis for religious tolerance, which was a characteristic feature of Lithuanian culture for long centuries. But that also impeded the effective development of Lithuanian national culture in the future.
