"Libya admitted to nuclear fuel-cycle projects that were intended to support a nuclear weapons program, weapons development, including uranium enrichment," this official said. The acknowledgment of a nuclear program marked the first time Libya has ever done so. The U.S. and British governments said Friday that Libya has agreed to abandon its weapons of mass destruction programs and to allow international weapons inspectors into the country. The Bush official said Libya also showed a team of United Nations and British inspectors "a significant amount of mustard" gas a lethal nerve agent that can cause internal and external bleeding. The gas was produced more than a decade ago, the official said.

Manage alerts What is this? VIENNA, Austria (AP) Using technology and know-how acquired through the black market, Libya was able to process uranium into plutonium, the U.N. nuclear watchdog says. Diplomats citing a report from the International Atomic Energy Agency said Friday the country was able to "separate a small amount of plutonium." The report did not specify the amount, but it appeared to be less than the approximately three kilograms (nearly seven pounds) required to make a nuclear bomb. The report was prepared by IAEA Director General Mohamed ElBaradei ahead of a board of governors' meeting of the agency next month. A separate report on Iran is due in the next few days. Revelations in the confidential report that Libya was able to process plutonium, which is used in nuclear warheads, shed new light on how far the country was able to progress in its secret weapons program.

Libyan Col. Mohamed Abu Al Huda handed over 14 file cartons disclosing Libya's chemical weapons programs to the Organization for the Prohibition of Chemical Weapons, said general director Rogelio Pfirter. The Hague-based OPCW oversees compliance with the 1993 international treaty banning chemical weapons, which Libya joined last month. Libya also declared thousands of tons of precursors that could be used to make sarin nerve gas, and two storage facilities, Pfirter said. The production and storage facilities were near Tripoli and in the south of the country, Pfirter said.

"We'll be rolling it out tomorrow," the official said. In November, U.S. Secretary of State Colin Powell extended the travel ban for 90 days rather than the usual one-year extension. The measure comes up for review Tuesday. Tuesday's announcement also could include an easing of other economic restrictions against Libya, the official said.

Guillaume Denoix de Saint Marc would not disclose details of the deal, but said he expects a formal signing ceremony on Friday in Paris. The new deal follows by four months Libya's taking of responsibility for the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland, and agreement to pay $2.7 billion to the families of the 270 people killed in the bombing $10 million per family. Denoix de Saint Marc, whose father was killed in the UTA bombing over the West African nation of Niger, told CNN he was pleased with the new agreement, but the "amount is much less than Lockerbie families received."

Security Council Friday lifted sanctions against Libya, triggering the release of up to $2.7 billion to the families of the attack's 270 victims. Here is a short factbox on sanctions on Libya. U.N. sanctions The U.N. Security Council imposed an air and arms embargo and a ban on some oil equipment on Libya in 1992 and 1993 to pressure Tripoli to hand over two Libyan suspects for trial. Sanctions were suspended when Libya turned them over in April 1999. Intelligence agent Abdel Basset al-Megrahi was convicted. The second suspect was acquitted. To have the U.N. sanctions permanently lifted, Libya must pay compensation to the families of the victims, take responsibility for the attack, renounce terrorism and agree to cooperate in further investigations. Britain drafted a Security Council resolution to end U.N. sanctions on Libya when Tripoli agreed last month to pay $2.7 billion to families of Lockerbie victims.
