AGO All state employees, including employees of the University of Washington, are bound by the State Ethics in Public Service Act, RCW 42.52. This Act, commonly known as the ethics law, generally addresses conflicts of interest, improper use of state resources, compensation for outside activities, and gifts. The law establishes a single code that applies to all state employees in the executive, legislative, and judicial branches of state government. Each branch has a single board responsible for enforcing the law with respect to employees in that branch. In the executive branch, which for this purpose includes the University, that body is the Executive Ethics Board (EEB). In addition to enforcing the law, the EEB promulgates interpretive rules and provides advisory opinions. The University also has its own conflict of interest policies. Some of these policies restate principles from the ethics law; others address issues of unique concern to the University, such as faculty consulting. In addition, there are a number of state and federal laws addressing these issues in health care settings.

Finally someone in the back of the room stood up and said; "If no one else has anything to say I'd like to talk about urban renewal." He was only trying to put in a plug for his favorite subject but I hope I will be able to speak to the point on a subject of major interest to all of us, namely the role of civil rights in relation to the American Indian. It would be well to start out with the facts of life so far as the Indian and the white man are concerned. l In the first place the Constitution of the United States was adopted by a people whose philosophical and political roots were deeply embedded in the history of England and Western Europe. Many of the restraints and limitations on the sovereign power (paragraph cut off)... Now, secondly, The United States is a sovereign nation among the great powers of the world and beholden to no one. The adjective "sovereign" requires substantial qualification before it is applied to Indian tribes. Far from being sovereign today they are under the control of a Government which is dominated by non-Indians. This makes us think that what might be appropriate restrictions and limitations on the United States of America could be quite inappropriate restrictions and limitations upon an Indian tribe.

This has been and will continue to be an important function of this Department, and I would like to set forth my understanding of the legal principles governing its conduct. It is divided into two branches: a 160-member House of Representatives and a 40-member Senate. The two legislative branches work concurrently on pending laws brought before them. Lawmaking begins in the House or Senate Clerk's office where petitions, accompanied by bills, resolves, etc., are filed and recorded in a docket book. The clerks number the bills and assign them to appropriate joint committees. There are 21 of these committees, each responsible for studying the bills which pertain to a specific area (i.e., taxation, education, health care, insurance, etc.). Each committee is composed of six senators and eleven representatives. The standing committees schedule public hearings for the individual bills, which afford citizens, legislators and lobbyists the opportunity to express their views.
