Moreover, they have greatly contributed to the management of life in rural areas and maintenance and vitalization of the local community; therefore, there is a great anticipation for women's participation in the society. New Laws and Ordinances Enacted for the Creation of a Gender-equal Society in rural areas In June 1999, "the Basic Law for a Gender-equal Society" was formulated, and in July of the same year, the "Basic Law on Food, Agriculture and Rural Areas" was enacted, which appropriately evaluates the roles and works of women in farm management and stipulates Japan's commitment to creating an environment to ensure opportunities for women to voluntarily participate in farm management and other related activities. The Basic Plan formulated based on this basic law was formulated in 2000. In the "Basic Law on Fisheries Policy," which was enacted in 2001, the advancement of women's participation in society is stipulated. Also, the Basic Plan formulated based on the "Basic Law on Forest and Forestry" enacted in the same year stipulates the promotion of women's participation. Advanced Search When the Farmer Makes the Rules - by Brian Levy, The New Rules, Fall 2000 During the 1980's farm crisis the idea of a supply management system for agriculture was proposed by Senator Tom Harkin (D-IA) and Rep. Bill Alexander (D-AK). In 1985 they introduced the Farm Policy Reform Act (S.1083). Title I of the Act required the Secretary of Agriculture to conduct referendums (in 1985, 1989, 1993, and 1997) to determine by majority vote if a mandatory supply management program should be in effect for the succeeding four-year program period. If the referendum failed, the Secretary would determine the farm program for the succeeding four-year period. Under the bill's supply management provision, the USDA would establish national marketing quota (for each commodity) for each of the 1986 through 1999 crops based on domestic and export demands, food aid and carryover requirements. A national acreage allotment for each of the 1986 through 1999 crop years would be established, and producers earning more than 50 percent of their gross income from nonfarm sources would be required to set aside an additional ten percent of eligible crop acreage. As acreage allotments are made, marketing certificates (quotas) for each commodity were to be assigned locally. Such certificates are made on the higher of county average yield, or farm yield. Excess production beyond the quota amount would be allowed to be (1) used for on-farm use; (2) stored and marketed in the subsequent year; (3) donated for specified foreign food assistance programs; or (4) sold to the Commodity Credit Corporation (CCC).

New Zealand Policy Context Starting in 1984, Government support to New Zealand agriculture has been virtually removed. Farm income levels are now entirely dependent on international prices and are therefore, vulnerable to developments in world market, as well as climatic, risks. As a result, they have been increasingly variable, and in recent times low. The market is adjusting in the post-reform era through land transfers and changes in land use, particularly to forestry. However, sustainable agriculture in the New Zealand policy context also means that industry remaining competitive, and being able to operate profitably and sustain that profitability over time. The current policy framework in New Zealand is based on the position that high levels of taxpayer financial assistance are not sustainable as this distorts the signals and incentives to producers, processors and marketers and places an unsustainable burden on other parts of the economy providing the 'cost of support'. This was the premise on which farm subsidies, both on product prices and input costs, were removed in New Zealand over the latter half of the 1980s (MAF, 1992).

To measure risk, index variables are standardized, which is comparable even if the ratio of plant crops and product prices are different, and the statistical distributions of these variables are examined to verify its validity to the model analysis. The results of this study on 26 administrative areas in Abashiri region are as follows: (1) Stochastic Dominance is able to indicate the risk position of regional agriculture very well, (2) the conversion of index variables into standardized values makes a risk comparison possible among different crops, product units, and so on, (3) there is a relation between the First Stochastic Dominance and the Second. The more excellent the First Stochastic Dominance is, the more excellent also is the Second Stochastic Dominance, and (4) as the distribution of the index variables, such as the ratio of actual to average yields, is approximated to the normal distribution, the logistic function can be applied to measure Stochastic Dominance.

Progress in the fisheries sector was not considered satisfactory. The October 1999 Report took a similar line to the two previous reports. It highlighted the diverse challenges posed by the integration of Poland's farm sector into the European Union. While the country had taken a step in the right direction by adopting a structural policy for agriculture, it would still take a substantial amount of work before this could be considered truly efficient. And despite some progress in adopting EU legislation, notably in the veterinary and plant-health sectors, no work had yet been done as regards the planning and budgetary arrangements for the required national and regional institutions. The situation in the fisheries sector was still unsatisfactory - there was no further progress to report in the implementation of EU legislation. The priority was still the adoption of a restructuring policy and accompanying programme.
