The agency funds various forms of technical assistance, feasibility studies, training, orientation visits and business workshops that support the development of a modern infrastructure and a fair and open trading environment. USTDA's strategic use of foreign assistance funds to support sound investment policy and decision-making in host countries creates and enabling environment for trade, investment and sustainable economic development. Operating at the nexus of foreign policy and commerce, USTDA is uniquely positioned to work with U.S. firms and host countries in achieving the agency's trade and development goals. In carrying out its mission, USTDA gives emphasis to economic sectors that may benefit from U.S. exports of goods and services. Background on USTDA in Latin America and the Caribbean The USTDA program in Latin America and the Caribbean has grown substantially since its inception, and demand for USTDA support is at record levels. Most of the initial USTDA projects in Latin America and the Caribbean grew out of public sector ministries and agencies in host countries. As many countries initiated broad privatization programs, however, responsibility for the infrastructure of these countries has been transferred to the private sector. In response to this trend, USTDA is considering a growing number of privately sponsored infrastructure projects in the region. USTDA does not consider projects that entail the military, prison work, surveillance of people, drug interdiction, or projects that are dependent on technology or processes that have not been proven successful through sustained commercial operations.

Extractions: Indianapolis, June 8, 1998 As professor José María Desantes stated some years ago, Hispanic-American countries com from a "tradition of secrecy", by which the information availability and management is a "learned behavior", and not a completely natural behavior neither in our public powers nor in the private sector. Here we have a recognition of something that has become one more of this years common places: information in power. Maybe this is what explains the general distrust in front of the first steps of the Internet in our countries, especially those coming from the United States, with that broad and free availability of all kinds of useful information. For someone not used to this tradition of secrecy is hard to imagine the real emotion felt by many journalists when they discover information services on the Internet, particularly those that answer exactly the questions that they have in mind. Most of our countries are seen as less competitive because of the bad quality of their statistics, and for the same reason its hard for international observers to get a common picture of Latin American development. And things only get worse when you enter the Internet: it wouldnt be an exaggeration to use Newton N. Minows expression "a vast wasteland", to portrait Latin American useful information resources on the net.

In major events, however, most nations of the region face a serious risk of having their overall coping capacities overwhelmed by disaster response requirements. OFDA's strategy seeks to reduce the demand for disaster relief, chiefly by increased preparedness and mitigation activities at the community level, and by strengthening governments' capacity to meet immediate post-disaster needs so as to prevent deterioration in the situation of disaster victims.

Extractions: Inter-regional relations Germany has closer historical and cultural ties with Latin America and the Caribbean than with any other region outside the EU and North America. Other European states likewise have close relations with the region, as is illustrated by the EU summit process with Latin America and the Caribbean. The first summit of the Heads of State and Government of the two regions (Rio de Janeiro, 28-29 June 1999) adopted common principles and a bi-regional programme of action. The second summit in Madrid (17-18 May 2002) advanced the process. The next summit will be held in Guadalajara, Mexico, on 28-29 May 2004. Future economic relations between Latin America and Germany (and Europe as a whole) will crucially depend on developments on the American continent, such as the formation of a Pan-American free trade zone and regional associations like Mercosur. There is also a close connection with the ongoing world trade negotiations, especially as regards agricultural matters. Bilateral relations German-Latin American relations were again marked by a large number of high-level bilateral visits in 2002 and 2003. Particularly worthy of mention are the visits by Federal Chancellor Gerhard Schröder (February 2002, to Mexico, Brazil and Argentina) and by Foreign Minister Fischer (in March 2002, to Peru, Chile and Argentina). In November 2003 the German President Johannes Rau visited Mexico, Uruguay, Chile and Brazil. Further visits have been made in both directions by German and Latin American Ministers as well as numerous parliamentarians.

BACKGROUND After spending most of the early 1990s recovering from authoritarian rule or civil wars in Guatemala, El Salvador, Nicaragua and Panama, the Central American countries have begun efforts to improve their economies and cooperation through regional integration. Central American integration first began in 1951, when the Organization of Central American States (ODECA) was founded. The creations of the Central American Common Market, the Central American Bank for Economic Integration (CABEI) and the Secretariat for Central American Economic Integration followed in 1960. In 1973, ODECA was suspended and the integration process stalled. In 1993, a new integration program, the Central American Integration System (SICA), materialized and reinstated the integration process.
