Most obviously there are the initiatives of massive Latino festival and Latino mass and popular culture programming organizations (some community, some commercially based); the development of Hispanic or Latino media; the programs of the Mexican Fine Arts Museum, the Latino Film Festival, the Instituto Cervantes and other larger cultural groups; the emergence of galleries, bookstores, literary and cultural journals, constantly emerging collective and individual arts projects and other small-scale but often highly dynamic enterprises. Most recently at UIC, the COLMICH project has emerged as another systematic effort to foster the creation of relatively durable infrastructural relations that can provide the bases for extending and deepening projects over the years. And all of this has happened even as the Latino job base has eroded, as Latinos are being dislocated from their neighborhoods, and have been suffering from funding and resource cutbacks, threats to Affirmative Action, Bilingual Education and other entitlements, growing problems of gangs and marginalization, and the overall anti-Latino backlash which has been developing in Chicago as in the rest of the country.

Extractions: University of Texas at El Paso I INTRODUCTION Since the 1950s the United States/Mexico border has witnessed the sudden proliferation of new settlements which have come to be known as "colonias," a Spanish word meaning neighborhood. The rapid growth of "colonias" on U.S. soil has spawned keen interest in identifying the conditions which gave rise to these unprecedented social formations. This interest in "colonias" by the mass media, academia, and the government has resulted in a specific portrayal and perception. "Colonias" qua social settlements have been depicted as sites of living conditions not unlike those commonly found in "underdeveloped," Third World nations. In short, as we will show, "colonias" are now perceived as highly visible poverty pockets dispersed along the U.S./Mexico border with inhabitants who are regionally and ethnically marked. In our view, a relationship has emerged between how "colonias" are socially perceived and the national attention they have received. In other words, the public attention focused on "colonias" on a national scale is directly proportional to the extent to which these communities are viewed as deficient social regions.

After the formation of the Soviet Union in 1917, the international community split into three different spheres of influence: Western, Socialist, and the Developing World. Each of these interests had different ideas about the rise of national liberation movements and the struggle of indigenous people for self-determination. The initial defeat of colonial forces by the Japanese during WWII would further undermine respect for white authority adding fuel to the worldwide de-colonization efforts and national liberation struggles. Following the mass destruction of the Second World War the United Nations was formed as an association of sovereign states. The UN charter ideally reflected the desire for a stable international system that took into account international security demands, justice and human rights. It was an ideal notion that never actually came to fruition. In the late 1960s Chicano, Black, and Red Power movements began to unfold advocating National Liberation for the native people of North America, and former black slaves. Armed confrontations between these groups and US federal officials began to take place throughout the United States. It was the result of this political environment that the struggle for liberation by the oppressed people of North America was first directly presented to the United Nations by a non-member delegation. As the name suggests, the disc provides music of the right style and speed for ballet exercises from the first to quick turns, and adds samples of "character" dance forms such as hornpipe, samba, and tarantella. Working on the CD with pianist and dance accompanist Duncan Stearns of Eastern College, Flachs researched appropriate materials, arranged the order of the musical selections, set the tempos for each selection, and wrote materials to guide instructors using the CD in their classes.
