Extractions: In the wake of the latest round of WTO negotiations in Cancún that most Americanized of Mexican vacation spots some thoughts on how we as Canadians see Latin America. Where, in fact, is the Latin American presence of any kind in our news media? Whether you¹re a Can-alien, a Chicanadian, or any other hybrid, it¹s slim pickings. I just discovered the work of Guillermo Gómez-Peña, a Mexican transplanted to the U.S. who creates internationally renowned performance pieces on themes of dislocation, cultural hybridity and multiple oppressions. His work is fraught with symbols, absurdities and vicious puns. In a 1996 compilation of written work with transcripts and recreations of performances entitled The New World Border Gómez-Peña sets out such new cultural types as Chicanadians (second-generation Mexicans living in Canada, or children of Mexican and Canadian parents living in the U.S.) and Can-aliens, who are undocumented Canadians. He speaks of the Free Taco Agreement an ³innovative² economic initiative designed by The Chicano Secret Service to produce and distribute free tacos to starving and deterritorialized gringo minorities. In 1995, when Gómez-Peña took his act to Toronto¹s Dufferin Mall, where he exhibited himself in a cage as an exotic, multicultural ethnic product his costume a hodge-podge of details from various cultures of the Americas for export by the fictional company Mexarcane International.

The Latin American media has been hardly less attentive, since there is deep concern throughout the hemisphere over the potential impact of a Bush or Gore presidencyand with good reason. The regional agenda is a full one and is becoming more complicated every day. Moreover, after a decade during which the Latin American environment was relatively benevolent and which allowed policymakers to concentrate on more constructive issues like market reforms and democratic development, many indicators have signaled that the first decade of the new century will be considerably more nettlesomefor Latin America and for the United States. For the past year, however, U.S.-Latin American relations have been in something of a holding pattern. This often happens in the last days of a waning administration, when the temptation is strong to pass on unpleasant decisions to its successorall the more if it appears that the latter will represent a different political party. Lately the Clinton people have been remarkably adept at kicking the can down the road. Unfortunately, the next occupant of the White House will have no choice but to grapple with some very difficult issues.

Never have our products and lifestyles been more sought after, our political system more respected, our economic culture more anxiously emulated." Latin Americans "want what they call a privileged relationship with the United States. To prove it, they have bent their policies as far as possible to accommodate our interests and goalsmany of which they now view as their interests and their goals as well." If a week is a long time in politics, five years is an eternity. What has happened since those words were written? Congress ratified the free trade agreement with Mexico but has so far refused fast-track authorization to make possible a similar agreement with Chile. Drug certification has poisoned our relations with half a dozen countries and has led to a virtual break in relations with Colombia. Immigration issues in the United States have produced a venomous backlash throughout Latin America. Quarrels over nontariff barriers to Latin American productsand discrimination against American companies that bid for Latin assetshave undermined the general mood of business confidence. But, despite it all, a closer economic, political, and cultural relationship with the United States remains a permanent Latin goal.

In that command center for the daily battles to improve U.S.-Mexican relations, eradicate drugs in the Andes, bolster trade and safeguard the Americas, all screensavers display the mantra: To generate broad based growth through freer trade and sound fiscal policies; to invest in the well-being of people from all walks of life; and to make democracy serve every citizen more effectively and justly. These are welcome words to Latin Americans and suggest Washington is keenly interested in their welfare and is committed to invest time and money to make their lives better. This is particularly critical now when Latin American leaders are struggling to ensure that, as Secretary of State Colin L. Powell said this week, "citizens do not lose their faith in the future while their democracy is still evolving, while it's still growing, while it is still gelling.'' Curiously enough, most Latin American analysts say it is the U.S. vision that is not gelling. A broad swath of critics, including Republicans inside and outside the U.S. government, says the Bush administration has failed to turn vision into any kind of broad-based plan.
