Research has suggested that human disturbance can affect populations of wildfowl and over the last 40 years bird and wildfowl numbers in the Upper Thurne have declined. Not only are the birds affected by recreational use, but fragile water plants can be damaged by regular motor boat activity. The policy about boating in sensitive areas is not seeking to curtail navigation rights in the Upper Thurne but it is sensible for the Authority not to encourage new development in this sensitive area, or in the Trinity Broads, which is likely to generate increased water recreation.

Extractions: Then and Now - A History Lake Hefner is a 2580 acre impoundment completed in 1947 and operated by Oklahoma City. Water is brought into the lake from the North Canadian River and from the Canton Reservoir in Blaine County. Originally known as the Bluff Creek Water Supply Project, the lake was renamed for former mayor Robert Hefner because of his contribution to its creation. In 1940 a $7,000,000.00 bond issue was voted to build the 75,000 acre feet reservoir. Construction was delayed during World War II. H.E. Bailey, an engineer, and City Manager was responsible for building the dam which was completed in 1942. The remainder of the project was ready in 1944 and Lake Hefner was finally dedicated in 1947. A 15 million gallon per day filtration plant, part of the original construction, was upgraded to 37.5 million gallons per day in 1950 to accommodate a population of over 240,000. A complete upgrade of the plant was completed in 1995. But for those with mental or physical disabilities, the opportunities to learn or try activities such as jet skiing, sailing or tubing may seem non-existent. In actuality, however, the City of San Diego's Park and Recreation Department operates an aquatics program called "Camp-by-the-Bay" which is dedicated to providing those with disabilities the chance to participate in all types of water and land activities. This year the four day camp will be held at North Crown Point Shores on July 14-17 from 10:00 a.m. to 3:00 p.m. Campers range in age from 7 to adult. The camp is staffed by nine therapeutic recreation staff, two interns and 30 to 40 volunteers, insuring that each camper gets plenty of individual attention, instruction and encouragement. Unlimited Fun for Those With Limitations Over the four days campers can learn to jet ski, sail and kayak. They also get to tube behind power boats and cruise on a party barge. Land activities include arts and crafts, karate and handcycling. "However," explains Kathy Aceves, Manager of the City of San Diego's Disabled Services Program, "Some campers admit the best part about the camp is the simple pleasure of just being at the beach and seeing the ocean. This camp may be the only opportunity our campers have to ride the waves, taste salt water and feel the sand between the toes something the rest of us take for granted."

If you look at the official Eastshore State Park website at www.eastshorestatepark.org and click on the calendar, you'll see nothing but blank spaces for June, July, August, and September. Despite this, the consultants promise that land use planning is underway, and workshops will resume in September. With any luck they'll be a little more interactive than the presentation-and-comment sessions held to date. As originally scheduled, the consulting team went ahead with their initial recommendation for "unit classification" of the Eastshore State Park. What is "unit classification?" In the eyes of the California Department of Parks, the entire Eastshore State Park, from the Bay Bridge to Richmond, is a single "unit" that needs to be classified according to the kinds of activities that it will support.
