Extractions: Indigenous Legal Systems ....Indeed, Africa is one of the homes of advanced legal institutions. Perhaps the most famous of these institutions are the courts still found among the Bantu states of the southern third of the continent. ? Bohannan, 1968:199. Native Courts And Customary Laws Disputes arise in any family or society with regards to property, and African societies were no exception. To resolve these disputes, various mechanisms and institutions were created. However within the traditional African modus operandi, there was an additional unique dimension. Individual attachment to lineages and latent groups of solidarity always carried the potential risk of transforming personal disputes into broader group conflicts as was often the case among the Nuer and the Ganda and even in modern times. Here are two examples: On Jan 31, 1994, at the village of Nakpayili in Northern Ghana, a disagreement erupted between Konkonba and a Nanumba over the price of a guinea-fowl. In the ensuing heated exchange, the Konkomba man killed the Nanumba and his son. Other Konkombas joined in and an immediate massive Konkomba offensive was launched against the other ethnic groups and soon the Konkombas were fighting against the Nanumbas, Dagombas, Gonjas, Mamponsis and Chokosis. But the time the fighting subsided, over 1,200 people were dead, nearly 5,000 injured and over 10,000 displaced. Scores of villages were razed to the ground, including Lanja, Nakpakye, Lepusi, Pulnyasi, Nakayilli, Kpabe, Welensi and Chauba Bakpabe (Ghana Drum, March 1994; p.10).

More than 20,000 of the estimated 33,000 factional fighters gave up their arms to the Cease-Fire Monitoring Group of the Economic Community of West African States (ECOMOG). Free and open presidential and legislative elections were held 19 July 1997; former faction leader, Charles TAYLOR, and his National Patriotic Party won overwhelming victories. The years of civil strife coupled with the flight of most business people disrupted formal economic activity, but with peace restored and a popularly-elected government installed, the difficult task of rebuilding the social and economic structure of this war-torn country can proceed. Geography [Top of Page] Location: Western Africa, bordering the North Atlantic Ocean, between Cote d'Ivoire and Sierra Leone Geographic coordinates: 6 30 N, 9 30 W
Extractions: Years of civil strife have destroyed much of Liberia's economic infrastructure, made civil administration nearly impossible, and brought economic activity virtually to a halt. The deterioration of economic conditions has been greatly exacerbated by the flight of most business people with their expertise and capital. Civil order ended in 1990 when President Samuel Kanyon DOE was killed by rebel forces. The ensuing civil war persisted until August 1995 when the major factions signed the Abuja peace accord and, in September 1995, formed a transitional coalition government under Wilton SANKAWULO. The war was resumed in April 1996, when forces loyal to faction leaders Charles TAYLOR and Alhaji KROMAH attacked rival factions in Monrovia, further damaging the capital's already dilapidated infrastructure and causing panic among the remaining foreign residents, thousands of whom sought refuge in US facilities. Prospects for peace became extremely uncertain again. Location: 6 30 N, 9 30 W Western Africa, bordering the North Atlantic Ocean, between Cote d'Ivoire and Sierra Leone

The hotel looks out on the Atlantic Ocean, over a beach where many bodies are buried, and into the horizon where three American warships bob in the mist. Here is where the diplomats, aid workers and reporters drawn to the disaster of Liberia gather to discuss, over drinks and dinner, the death and destruction around them. All of Liberia's troubles, said the man from the ministry, all the death and misery, were the fault of the aborigines.
