Even where indigenous female political organizations existed, played important political roles, and had been highlighted by anthropologists who were struggling to understand traditional socio-political organization of African societies ( cf Henn 1978; Guyer 1984; Nkwi 1985; Ritzenthaler 1960; Wipper 1982; Kalb 1985), there is still the stubborn refusal among chauvinist academic circles that African women really matter or ever mattered. Attempts at re-evaluating their roles are interpreted as simple romanticization. This paper is not an excursion into the imbecility of verifying the marginal or worse still, absent role of women in politics. Every where today in Africa, the female educated elite are rising to ask for a fair power sharing formula with their counterparts to effectively participate in the development of our continent (OBar 1984; Onalenna 2001). But traditional female indigenous institutions continue to resurface, readjust and conquer space in the sphere of modern politics.

Here we visit the Temple of Philae, quarries where there is an unfinished obelisk, and the high dam, built to control the flow of the Nile thus creating Lake Nasser, the largest artificial lake in the world. There is also an opportunity to trek into the desert by camel to a deserted 6th century monastery, sail by felucca to Elephantine and Kitchener Islands and visit the tomb of the Aga Khan who described Aswan as the most beautiful spot on earth.

In order to give their American friends a taste of real food, we asked Patricia Solomon, a Capetonian working in Washington DC, to prepare one of her wonderful menus. Did she ever! Patricia provided lamb curry, pineapple chicken, samoosas, glazed veggies in the Cape style, yellow rice with all the good stuff in it and melktert that made all the American guests want to emigrate to South Africa on the next plane out of Dulles. Bobotie was provided by another South African friend, Millicent Chaise - many of our readers will know her as Millicent Mseleku, one of the country's leading fashion models - and it was superb, a bobotie to be cherished and recalled on dull days when some cheering up is required. The dinner was enhanced by Cape wines and a dop or two of the aforesaid Amarula. For those who don't know of it yet, Amarula is - reading from the label here - a wild fruit cream and a "smooth experience". The marula tree is known locally as the "elephant tree" because the big critters are partial to its small, yellow fruit. Amarula is produced in South Africa and available in America and Canada.

Extractions: The hocus-pocus way that claims aremade - especially if it relates to indigenous beliefs and customs- are well known to most South Africans. One recent example whichattracted world wide attention, was the claim made by Chief Gcaleka that the skull that he brought back from Scotland, belonged to that of Chief Hintsa's, one of his forefathers. Prof Philip Tobias of Wits University, world renown Anthropologist, did some extensive tests and announced that the skull which was brought back belonged to an European female and not to Chief Hintsa. Chief Gcaleka reacted strongly to this announcement and declared that the skull investigated by prof Tobias, was not the one he brought back from Scotland. He said his forefathers had informed him that the genuine skull was in the safe custody of four headmen. The question arising out of this, is how, where and with what authority dit chief Gcaleka obtain this skull - regardless of whom it "belonged" to. Secondly how did this gruesome relic get through the custom gates? This indeed is some hocus-pocus with a difference. Eighteen museums are to be reclassified as either as provincial or municipal museums. This will obviously put certain financial constrains on these museums and many projects that they had in mind will probably be scraped.

The visits took place during July 1999, in connection with my research which deals with an evaluation of the impact of MCTs on human, social and economic development in rural areas of Tanzania. The full travel report from the visits is available from the author. The article starts out with a short description of the two MCTs visited, including project aims, physical lay out, services offered and users of the MCTs. In the second section the main concepts used in the article are discussed and defined. The third section elaborates on the title of the article, i.e. it discusses the question of who is the target group of the project. The fourth section takes a closer look at the 'digital divide', often mentioned in discussions on information and communication technology in Africa. The fifth section looks at provision and production of information and the conclusion summarizes the debate. While I am grateful to all the persons who spent time with me in Uganda, informing me about the projects and taking me to visit the MCTs, I alone am responsible for any mistakes in this article.
