This site also sticks to art more than the Kennedy Center site does, which is what the designers know best. Conyers The National Education Commission on Time and Learning reported that " . . . the time available in a uniform six-hour day and a 180-day year is the unacknowledged design flaw in American education" (1994). One Illinois school district not only recognized this fact, but offered a fine arts fix to the flaw. Acknowledging the Commission's recommendation that schools need to allow teachers time to "retool themselves and reorganize their work," School District 15 in Palatine, IL, implemented an innovative program that increased both fine arts instruction for the students and preparation time available for the teachers. It was a one-two punch...but how did they do it? One fourth grade teacher shared, "While the fine arts team is working with students, I found the meeting time with colleagues to be extremely valuable. Our 3rd and 4th grade teachers reviewed the recent results of the Illinois Standards Achievement Test to determine strengths and weaknesses and adjust our curriculum accordingly." Another bonus for the classroom teachers is that the fine arts teachers are professionals who deliver a specific curriculum aligned with Illinois State Learning Standards. As one classroom teacher observed, "this is not like having a substitute teacher where I would need to provide lesson plans. This is a regular staff member who provides students with high interest fine arts standards-based instruction."
