The vote reflects a belief that bigger schools are better. Since 1930, the U.S. population has increased by 235 percent, while the number of public schools has shrunk 35 percent. Bigger schools have more social problems. Smaller schools have more potential to educate, particularly low-income students, and are cost-effective. Harlan County's 1,300-student consolidated high school will be twice as big as the state average. A study presented to the Kentucky Board of Education recommends a maximum school unit of 500 students. We need a statewide discussion of consolidation. The future of our children, communities and economy should not be grounded in an old belief system. The state board's goal is an "increase in student attendance rates and decrease in habitual truancy; and decrease in number and types of violent incidents." But according to the National Center for Education Statistics, big schools have 885 percent more violent crime, 1,074 percent more physical fights and 31,600 percent more robberies.

Compared to the national average, Kentucky middle schoolers are more than twice as likely to smoke cigarettes. School-based prevention programs are an important element of a comprehensive approach to combat the increasing problem of alcohol, tobacco, and other drug (ATOD) use among youth. Every day, 6,000 young people under 18 years of age try cigarettes, and 3,000 become daily smokers. According to the 1999 National Youth Tobacco Survey, nearly 35 percent of high school students and almost 13 percent of middle school students use some form of tobacco. In 1998, 8.3 percent of youth ages 12-17 reported current marijuana use, representing a significant increase from 1996. Although underage drinking has remained unchanged since 1994, more than one in five (21 percent) youth age 12-17 years were current alcohol users in 1998.
