The percentage of students achieving proficiency on state exams had to meet statewide goals ranging from 16.5 percent to 47.3 percent, depending on the grade level and subject tested. Thirteen schools that otherwise would have failed met the goals with a statistical process the state used to account for possible errors in testing. The method boosted some results.

Rep. Tom Burch, D-Louisville, the primary sponsor of House Bill 81, said the legislation would ensure that the students would be in areas where they could easily exit schools during emergencies.
