Kazakhstan Kazakhstan Introduction Kazakhstan Background: Native Kazakhs, a mix of Turkic and Mongol nomadic tribes who migrated into the region in the 13th century, were rarely united as a single nation. The area was conquered by Russia in the 18th century and Kazakhstan became a Soviet Republic in 1936. During the 1950s and 1960s agricultural "Virgin Lands" program, Soviet citizens were encouraged to help cultivate Kazakhstan's northern pastures. This influx of immigrants (mostly Russians, but also some other deported nationalities) skewed the ethnic mixture and enabled non-Kazakhs to outnumber natives. Independence has caused many of these newcomers to emigrate. Current issues include: developing a cohesive national identity; expanding the development of the country's vast energy resources and exporting them to world markets; achieving a sustainable economic growth outside the oil, gas, and mining sectors; and strengthening relations with neighboring states and other foreign powers.    Extractions: History: Archaeological excavations indicate that the south of Kazakhstan was inhabited by man as early as the Palaeolithic Era and tribes were breeding cattle and producing bronzeware by the middle of the 2nd millennium BC. By the beginning of the 1st millennium BC, the Saks tribe occupied the territory of the steppes, the Savromat tribe the north and west of Kazakhstan, the Kangues the Syr-Daria River area and the Usuns (whose writing, weapons and jewellery have been preserved) the south. Later, the Huns, who bred cattle, made handicrafts and possessed a well-organised army, occupied Kazakhstan. By the 4th century AD, most of the Saks and Usuns had moved west and new individual states began to appear, such as Westturkic Khanate, which was established by Turkish tribes trading on the Silk Road. During the 8th and 9th centuries, the Syr-Daria region and lands around the Aral Mountains were settled by Kimak tribes; the largest and strongest were the Kipchaks, considered the primary ancestors of the present-day Kazakhs. The 10th century was a time of considerable economic, social and cultural progress. Islam was declared the state religion and some outstanding works of literature in the Turkic language were written. The Mongols invaded in the 13th century and Genghis Khan and his army completely destroyed most of the towns and settlements and portioned the land out between his sons. However, by the 15th century, the Kazakh Khanate state was formed, consisting of the remaining descendants of the Saks, Usuns and Kangues of the West Turkic Khanate, and a gradual revival of agriculture, urban culture and trade relations was taking place.

   Extractions: Kazakhstani facilities involved in the research and development, production, and testing of biological weapons (BW) played a key role in the former Soviet BW program.(1) Although a number of open publications have addressed the former Soviet program in recent years, few have examined the Kazakhstani portion of the system.(2) This report provides a history of Kazakhstani BW facilities and describes their current status and future prospects. The example of Kazakhstan also highlights the technical, economic, and financial problems associated with converting former BW facilities to peaceful activities in the post-Cold War era. The first part of this report is devoted to an overview of the Soviet BW system. The second part deals with the history and current status of the four major BW facilities in Kazakhstan. The third part examines the potential for commercial production at these facilities and the obstacles they have faced on the road to conversion. The final part discusses the future prospects for conversion and environmental remediation and makes some policy recommendations. Kazakhstani BW facilities belonged to various parts of the Soviet BW structure and reported to different central authorities in Moscow.(25) The four main facilities were the Vozrozhdeniye Island open-air test site in the Aral Sea, the Scientific Experimental and Production Base (SNOPB) in Stepnogorsk, the Scientific Research Agricultural Institute (NISKhI) in Gvardeyskiy, and the Anti-Plague Scientific Research Institute in Alma-Ata. These facilities are described in greater detail below.

The region stretches from the Caspian Sea in the west to China in the east, and from central Siberia in the north to Afghanistan, Iran, and Pakistan in the south. The area of the republics varies greatly: Kazakstan, by far the largest, occupies about 2.7 million square kilometers, more than two-thirds of the region. The smallest republic, Kyrgyzstan, occupies only 198,500 square kilometers. The Central Asian republics also feature quite different topographies, varying from the wide expanses of desert in primarily flat Kazakstan and Turkmenistan to the steep slopes and river valleys of mountainous Tajikistan and Kyrgyzstan (see fig. 2). The region contains enormous natural and agricultural resources. All five republics have favorable agricultural regions and some combination of attractive minerals and fuels. Their industrial bases include trained workers, and their populations have relatively high educational levels and literacy rates. Unfortunately, the moribund, highly inefficient system through which the Soviet Union exploited those resources has proved very difficult to disassemble. The Central Asians have suffered all the typical transitional ills of former communist states moving toward a market economy: erratic supply of critical industrial inputs, increased unemployment, sharply increased inflation, declining capacity utilization and output by industry, and acute shortages of goods. In response, all five governments have pledged meaningful reform, but obstacles such as unworkable government structure, ethnic rivalries, and a variety of social tensions have made all five move cautiously.

Hellenistic successor states disseminated the aesthetic values of the classical world deep into Asia, while trade bought such goods as the walnut to Europe. No one knows for sure when the miraculously fine, sensuous fabric spun from the cocoon of the Bombyx caterpillar first reached the west from China. Even after the secret of sericulture arrived in the Mediterranean world, Chinese silk producers consistently exercised the advantage of centuries of know-how. The demand for this thread saw unprecedented trade upon what became known as the Silk Road - a shifting web of caravan tracks rather than a single road. For a thousand years after the birth of Christ, Central Asia was the scene of pendulum-like shifts of power between nomadic hordes and the sedentary civilisations of Eurasia's periphery. Horses, rather than silk, had the greatest influence over regional events, since the vast grasslands fed millions of them. Mounted archers were the most potent military force in the region. The Huns, the Western Turks, Arabs and the Chinese all ventured into the region during this period.
