PPST scores will still be required for candidates who completed a program between May 1, 1986 and July 1, 1995 who don't meet recent accredited experience requirements. The action came during the board's monthly meeting June 12 and 13 in Topeka. The change in certification requirements takes effect July 1, 2001. Candidates for an initial three-year certificate will still need to complete an approved preparation program and pass the Principles of Learning and Teaching (Professional Knowledge) exam. The change was made as part of the transition to a new teacher licensing system that will become effective in 2003. Critics of the PPST have argued that the test is not an indicator of whether an individual will make a good teacher. According to those critics, the test is more suited as an entrance exam to teacher education programs, to determine a candidate's basic skills. Many teacher education programs currently use the PPST as an admissions exam. The state board decision will not affect the institutions' ability to continue using the test in that way. With the change in board policy, individuals who completed an approved teacher preparation program on or after July 1, 21995, but who have been ineligible for certification due to PPST cut scores, are eligible to submit an application for an initial three-year certificate, provided they meet all other requirements. One difficulty individuals may still face is that the Kansas Board of Regents institutions and many teacher preparation programs outside the Regents system require that students pass the PPST in order to complete the teacher preparation program. The state board's decision has no affect on that policy.
