The National Extension Parent Education Model (NEPEM) is a dynamic approach to parent education constructed through consensus. We hope you find inspiration and direction for your parent education programming within the pages of this document. This report is intended primarily for professionals or committed volunteers who deliver parent education programs and for decision makers and advocates. It is not meant to be given directly to parents. NEPEM is not a parent education program. It is a compilation of priority parent practices and supporting material to be used as a basis for parent education efforts. It also can be used to communicate our priorities to those outside of extension who might be unfamiliar with our goals and programs. Extractions: December 1995/January 1996, Vol. 8, No. 2 In the Flint Hills of northeastern Kansas, the Unified School Districts 383/475 of Manhattan/Ogden and Geary County reach over 200 families a year through their cooperative Even Start program. The program is one of two programs which have been validated by the National Family Literacy project. "I think that our Even Start program is so successful because we focus on family strengths rather than deficits," says Barbara Tierney, Even Start Project Director. Tierney sees establishing positive attitudes and two-way communication between educational agencies and institutions and families as one of the program's greatest challenges. "We feel that families truly want what is best for their children, but might not have the information and resources available to them. The strengths approach works for us or we wouldn't be able to serve the number of families that we do." The program contains the four basic components of family literacy programs: adult education, early childhood education, parent education, and parent and child time together. The primarily home- based program uses children's literature and reading aloud as the focus of all four components.

Extractions: From 1992-1995, the primary focus was on training Kansans to conduct parent education programs throughout the state. In 1995, when KFP was established as a not-for-profit organization, its focus remained on training but expanded to include other methods of reaching parents and community members. KFP developed a statewide prevention newsletter that currently reaches more Kansans than any other Kansas newsletter with alcohol and drug prevention information. The agency also became the statewide coordinator of the Annual Kansas Red Ribbon Campaign, a campaign to involve communities in drug prevention and to present a unified commitment to drug-free youth. In 1998, KFP began coordinating a statewide resource center for alcohol and other drug materials and videos. Every state in the nation has such a resource center. They are known as Regional Alcohol and Drug Awareness Resources Centers (RADAR). Individuals, families, schools, community coalitions, treatment centers, law enforcement, health departments, hospitals, churches, community agencies, and prevention organizations use this center. In 2000, KFP was asked to coordinate an additional national youth program, the Students Against Destructive Decisions, known as SADD and to sponsor an annual SADD Leadership Conference. Since then KFP has added new programming including the Kansas Leadership to Keep Children Alcohol Free, the Kansas Youth Leadership Summit focused on underage drinking, Parents At Work, and has expanded its networking capabilities to include a state of the art website (www.kansasfamily.com) and electronic Coalition Connection Newsletter.
