The Mid-America Local Emergency Planning Committee (LEPC) brings private industry together with public emergency response agencies in the five Missouri counties of the Kansas City metropolitan region. The purpose of the LEPC is to help reduce the communitys risks from accidents involving hazardous chemicals. Chemicals are used by public and private facilities throughout our metropolitan area. These chemicals are used to provide essential services, like clean water, and to manufacture goods at area industries. Chemicals such as gasoline are transported daily along the areas highway and rail systems. Although companies that handle or transport these chemicals in the Kansas City area have excellent safety records, we need to plan for, and be capable of responding to, accidental releases of these chemicals. The state of Missouri requires each county to form a local emergency planning committee to carry out the requirements of the federal law. Cass, Clay, Jackson, and Ray counties and the city of Kansas City, Missouri, formed a multi-county LEPC in 1987 with administrative support provided by MARC. Platte County joined the Mid-America LEPC in 1996.

Extractions: The Early Days, 1978 to 1991 Kansas faced two challenging water related problems in the late 1970s. First, the Governor and Legislature lacked a comprehensive plan to guide policy development as water issues were becoming more frequent and complicated. Countless, complex water issues call for Kansas water agencies to work together in a systematic way. The need for coordination spawned the Kansas Water Office and the Kansas Water Authority. Second, the laundry list of issues had spawned numerous programs, administered by several agencies that wer e not effectively coordinated. Major reorganization of water related agencies was being seriously considered. After much debate, the Kansas Water Office and Water Authority were created by the Kansas Legislature in 1981 to solve both the planning and coordination problems. Between 1981-85 a planning process was established and the first comprehensive state water plan was developed and adopted by the Kansas Legislature. This effort proved successful. Between 1985-1991 several efforts to deal with coordination were proposed. They included annual implementation plans in each river basin, common district boundaries, and area coordination teams. However, the coordination problem had not been completely resolved by 1991.
