I was invited to speak primarily because I authored an Assembly Joint Resolution this session calling on Japan to formally apologize for war crimes and to pay reparations to the victims of those war crimes. I am a teacher by training, but want to be clear that I am not an expert on the issue of war and the atrocities that inevitably appear to accompany war. What I want to share with you is my point of view on this issue and why I think it is important to pay attention to an issue that took place over 50 years ago. It a view that is personal, stemming from something uniquely American. It is a view that reflects the "new" Asian Pacific American or APA community. Last month it joined Canada's federal government and Green Roofs for Healthy Cities, a public-private lobby and research network, in announcing a $1 million (U.S. $640,000) partnership program aimed at monitoring the performance of two local green roofs over a two-year period. Although several cities in the United States have also undertaken green roof programs, Europe is in the vanguard of the green roof experiment, with many cities having put incentive systems in place. At least 36 Chinese people were injured by the chemical weapons left over by the Japanese army in World War II at a construction site in Qiqihar on April 4. [Xinhua] "What matters is not how much money we will get in compensation, but how the Japanese Government will face its history," said Su Xiangxiang, a lawyer who will take the case and has been fighting for the right of thousands of Chinese victims of Japanese invasion for nearly a decade. Under increasing pressure from the Chinese Government, the Japanese Government last year agreed to give 300 million yen (US$2.56 million) to 44 victims of the August 4 accident in which one died 17 days later. The payment was made by the end of last year.
