ACQUISITION OF RESIDENT STATUS ACQUISITION OF RESIDENT STATUS An applicant applies for visa by himself/herself directly to the Japanese diplomatic mission abroad (Japanese Embassy or Consulate) based on the notice of entrance permission issued by the University. Any person residing in Japan who has a contact with the applicant ( e.g. , personnel of the University, person who bears the applicant's school expenses or living expenses, or his/her relative) applies for visa on his/her behalf to Regional Immigration Bureau of Ministry of Justice also based on the notice of entrance permission. The former way, requires considerable time to complete the investigation, therefore, it is recommended to take the latter method in case of limited time available for entrance procedures. By taking this way, unless there is particular problem, "Certificate of Eligibility for Status of Residence" is issued within a few weeks after the application by the proxy. The applicant, having received such certificate by airmail from the proxy, may submit his/her passport to the Japanese diplomatic mission together with the certificate and can obtain his/her entry visa within a few days.

The main argument put forward is that, in the Japanese policy-making process, politicians and bureaucrats interact with each other, and that the transition of power relations between government agencies is influenced by the consequences of conflicts between politicians and results in major policy changes. This paper is divided into three parts. First, the objectives of this paper, previous studies of the Japanese policy-making process, and a theoretical framework will be explained. Second, our hypothetical model of the Japanese policy-making process will be presented. Third, in order to prove our model, a case study, “The Transition of Political Power between the Ministry of Finance (MOF) and the Ministry of Home Affairs (MOHA) over the Issue of Taxation System Reform in the 1990s” will be examined.

     Extractions: Nonsense is hard to stomach, no matter who dishes it out, but it is especially distasteful when disingenuously offered up by a government in the guise of an official report. Japan's Foreign Ministry ( Gaimusho ) recently issued such a report, on a senior official's embezzlement of huge sums from a secret fund ostensibly designed to help diplomats build relations with foreign countries. The official, Katsutoshi Matsuo, headed the Gaimusho's Overseas Visit Support Division between October 1993 and August 1999, where he helped organize trips by prime-ministers, diplomats, and other high-ranking governmental officials. But Matsuo routinely deposited secret Gaimusho funds in his personal bank accounts, from which he then paid for his own trips and trysts with various mistresses. He also purchased eight golf club memberships, five of which together cost 43 million yen, fifteen racehorses for some 140 million yen, and a luxury condominium in Tokyo's Bunkyo ward for a mere 80 million yen. Until his arrest in late January, 2001, Matsuo had obviously been living beyond his salaried means.

The postcard and album were given to his brother, Dewey Patterson, sometime after the war. He gave each one of his brothers and a sister a war souvenir. Earnest drowned in 1947 while attempting to rescue other marines during a training accident during the filming of a "John Wayne Movie" in CA.
