You won't be surprised to learn that many of those conversations are about Northern Ireland. But we don't just talk to politicians and officials, important though their views are. We try to speak to as broad a range of people as possible, many of whom have been working for peace for a number of years. We are also partners in the European Union. Membership has transformed both our countries over the last 25 years, and perhaps most importantly it has provided an environment for a new, mature relationship between peoples with a shared, but sometimes tragic history. The EU continues to evolve, with enlargement to the East the next big project, but Britain and Ireland also share the important goal of ensuring that the EU is as relevant as possible to the interests and lives of European citizens. On a personal note I have a particular interest in opera and the theatre and I look forward to enjoying many fine productions in Ireland. With this in mind I am delighted that the British Council has been welcomed so warmly as a partner in those projects in all branches of the arts that serve to support and strengthen the very rich and vibrant cultural relationships on these islands.

But we still have some way to go. Currently our local politicians are wrangling over this endgame and following Assembly elections in November 2003, hopefully we can restore confidence in the peace process and rebuild the devolved institutions of government. Here we look at recent political developments. Northern Ireland comes under the same constitutional system as the rest of the UK although the Northern Ireland Constitutional Act of 1973 and the Northern Ireland Act of 1982 do provide some provision for devolution. In the absence of these "devolved arrangements" Northern Ireland is governed by what is called "direct rule" under the Northern Ireland Act of 1974. This means that the Westminster parliament must approve all laws for Northern Ireland and all Northern Ireland departments are under the direct control of the Secretary of State for Northern Ireland, a British Cabinet Minister, curently Paul Murphy MP. The Anglo-Irish Agreement (November 1985) established a forum for the Republic of Ireland's government to put forward their views and proposals on specific Northern Ireland affairs. This intergovernmental arrangement claims to have no actual decision-making role and does not effect the sovereignty of either government.
