Extractions: The National Board for Professional Teaching Standards (NBPTS) is a private, nonprofit organization governed by a 63-member board of directors, the majority of whom are classroom teachers. One Iowa teacher Joel Franken, a National Board certified retired art teacher from Denison, serves on the NBPTS Board of Directors. The Board was created in 1987 to develop standards and assessment programs for teachers. Successful candidates must develop a portfolio that includes documentation of teaching practice and student work, a videotape of classroom interactions with students and a written detailed analysis of teaching reflected in the videotape and student work. Candidates have reported spending over 200 hours developing their portfolios. Candidates must also complete a full day of assessment exercises related to subject matter content. The assessment day typically consists of four 90-minute tests. Any licensed teacher with at least three years of experience is eligible to apply for National Board Certification. There is a cost of $2,300 for all candidates to register for the NBPTS program. Teachers obtaining National Certification will receive $2,500 per year for 10 years and full reimbursement of the $2,300 required registration fee, as part of a financial incentive package approved by the Iowa Legislature.

To better understand these, it is useful to distinguish among three main types of teaching, each of which represents a different labor market in which different credentials are needed. TEACHING ENGLISH ABROAD English is the new "lingua franca" worldwide for commerce, diplomacy, technology and higher education. As a result, there are widespread opportunities for native speakers of English to teach English abroad. Teaching English as a Foreign (or Second) Language is known by many acronyms, including TEFL, TESL, EFL, ESL, or even TESOL (Teaching English to Speakers of Other Languages). Since teaching is usually done in English, exposure to the local language and culture will be on one's own time.

Extractions: Some states have implemented extensive testing of teachers as a condition for entry into the profession in an attempt to improve the quality of their teaching force. One of the pay plans for Iowa also calls for testing of teachers as they progress through the pay grades. Such testing is, however, extremely costly and ineffective as an indicator of teacher quality. There are several reasons why this is true. First, teachers are typically tested on low-level content with limited emphasis on teaching skills. Of course, we want all teachers to be competent in the content they teach. The tests, however, do not give us that confidence. The way teachers must know their content to be effective, especially at the high school level, is much more sophisticated. Effective teachers know how to extract from the knowledge base of their discipline those guiding principles that have explanatory power and are, therefore, most worth teaching. Knowing that a teacher understands content at this level of sophistication requires a much more elaborate form of assessment.
