The POPP grant was awarded for a total of $49,975 worth of counseling, mediation and expert witness (should there be any court involvement) services over the next 10 months. The grant covers services for non custodial parents and their children in Mahaska and Wapello Counties. It begins September 1, 2003 and ends June 30, 2004. The specific services covered include Family and Individual Therapy Sessions, to be provided by qualified counselors, and Family Mediation Services, to be provided by a licensed social worker with an extensive training in mediation skills. John Lewis Community Services staff, volunteers, and clients also participated in the event. John Lewis Community Services does a great job of meeting its clients short term needs, like food, shelter and employment, but also goes the extra step of helping with their long term needs through its financial education program, said Iannicola. The program first rescues and then rehabilitates its clients by giving them a real hope of financial independence. The staff here uses financial education to help clients help themselves in a way that preserves their clients dignity and self respect. Founded in 1989, John Lewis Community Services provides hospitality and support to those in need and collaborates with the greater community to challenge the root causes of poverty by focusing on community development activities. Since April of 2003, over 100 individuals have received financial education through a variety of programs and services that John Lewis Community Services provides; and those in emergency shelter or individuals looking to purchase a first home, have received financial education services. The service currently uses the NCRC curriculum, which is modified to meet the individual needs of each participant.

Any surpluses go to the state's rainy day fund until it is fully stocked at 5 percent of general fund revenues (as it is now). Expenditures are well in line with revenues, even as the state has been on a prison-building spree. Agencies have a reasonable amount of flexibility to handle their budgets, although they do need gubernatorial permission to transfer money from one program to the other. Budgeters are looking forward to more useful financial information in the near future as the state upgrades and integrates its financial management system. CAPITAL MANAGEMENT: B- Back in fiscal 1996, Iowa established the Rebuild Iowa Infrastructure Fund, and began stocking it with about $120 million a year. But the State Auditor's Office has criticized decisions to spend some of the money on technology and operations and not on buildings as is required by law. In the current fiscal year, $80.1 million out of a $128.9 million fund is going to new capital. Iowa has done a good job at planning and tracking new projects. The state has a five-year plan, but the real focus is the governor's recommendation for the biennium. The Department of Capital Services prepares an annual status report for ongoing capital projects over $250,000, and it is evaluated by the Department of Management and by the governor based on set criteria. Projects have generally come in on time and on budget.

State investment in energy management can reduce public sector expenses, stimulate the development of jobs and expertise in the local energy services industry, as well as reduce Iowa's dependence on imported energy. The State of Iowa's Department of Natural Resources (DNR), therefore, established an ambitious Building Energy Management Program to install all energy management improvements with an average payback of 6 years in all public and non-profit facilities statewide by 1995. The DNR predicted such a program would require a $300 million investment, create energy savings of $50 to $60 million a year, and result in the creation of 12,000 person years of employment. The DNR established two initiatives to implement this Program: To facilitate energy management improvements in state agencies, it set up the State of Iowa Facilities Improvement Corporation (SIFIC), which finances and installs energy efficiency equipment. The initial $12 million in capital for this program came from the sale of state "energy conservation bonds". The agency pays for energy management equipment through a lease-purchase arrangement with SIFIC. To facilitate energy management improvements in state hospitals, schools, and local governments, the DNR developed separate Energy Bank Programs. Through these programs, a regional lending institution provides a pool of capital for energy retrofits. Individual schools, hospitals and local government facilities repay the bank through a flexible lease purchase agreement.
