This chapter will give you some guidance on how to go about treaty research, with a particular emphasis on electronic resources. Since there is no such thing as a comprehensive collection of treaties in print or on-line, you will have to conduct your research with a certain amount of creativity, and a lot of perseverance. The history of treaties stretches back for thousands of years, (a treaty existed between the Hittites and Akkadians (http://ccat.sas.upenn.edu/~humm/Topics/Contracts/treat01.html) around 1380 BC, for example). However, it is only relatively recently that they, and the rules under which they are formed, have become increasingly codified. After drafting efforts in the early 20th century by various bodies such as the League of Nations, the International Law Commission of the United Nations drafted the Vienna Convention on the Law of Treaties (1969) (http://www.un.org/law/ilc/texts/treaties.htm), which came into force in 1980.

CITES ("site-eez") regulates trade in species that are threatened with extinction, or may become endangered if trade is not regulated. Some 500 animal species, as well as a large number of plants, are identified for protection under CITES through either a ban on their trade or by controlled trade. The treaty does not regulate habitat loss, although this is considered one of the major causes of species loss. Biological Diversity Convention* OZONE DEPLETION Vienna Convention for the Protection of the Ozone Layer This is the 1985 framework convention to protect the stratospheric ozone layer from depletion by manmade chemicals. The ozone layer protects the surface of the Earth from ultraviolet radiation, and depletion can have adverse effects such as increased skin cancer in people and reduced crop yields. This treaty focuses on research, cooperation, and development of policies to control, limit or prevent activities that may be found to have adverse effects on the ozone layer. It was expected that subsequent protocols would be adopted for specific measures.
